Job Description

Job Summary:

The Senior Technical Manager is responsible for ensuring safe, efficient, and economical technical operations of all the vessels in the fleet and ensure that they comply with all the local and international rules and regulations. The Senior Technical Manager is also responsible for ensuring the implementation of a suitable and efficient planned maintenance system within the company for all vessels. This includes the monitoring of ship maintenance, repairs, technical inspections, statutory & Class documents, drydock, budget follow up, spares inventory as well as following up the ship's performance in liaise with the Operation SI activities related to the vessels. He must ensure strict compliance with Top Management objectives and achieve KPIs set forth on a regular basis.

Job Duties/Responsibilities:

  • Ensures that all company owned and managed vessels are operated in a safe, efficient and economical manner and in full compliance with class and statutory regulations, STCW'95, MLC 2006 compliance.
  • Manages and supervises all shipbuilding projects for Group.
  • Ensures that vessels Planned Maintenance System is being effectively operated and reported in the manner prescribed in the Company's Quality and Safety Management System.
  • Keeping himself informed of latest rules and regulations in marine industry and implementing same,
  • Managing the classification status of the vessels together with Ship Tech Supt.
  • Guiding the Ship Tech Supt as required and provide technical advice and assistance when necessary, so that the vessels continue to meet the standards and criteria required by Clients.
  • Ensures that all vessels are regularly inspected and to compile reports indicating vessels current Equipment, machinery, and structure.
  • Manages all repairs are planned and completed in a timely and satisfactory manner and within the vessel's set
  • operational budget.
  • Manages the operating and capital budgets for assigned vessels. Controls and reviews all budgets and report regularly on variances and advise immediately of any unforeseen expenditures.
  • Oversee all Technical activities relating to the assigned fleet and ensure cost effective management and maintenance of the fleet
  • Ensure all machineries are maintained as per Maker's recommendations and that vessel's PMS are strictly implemented.
  • Formulate and respond to all SMR (Safety Management Reporting, e.g. SIRE, PSC, Audits, etc.) observation in due time with tangible & feasible action plan and follow-up until close out.
  • Keep the Director Marine Group updated daily including any issues in the fleet.
  • Reviews reports submitted by Ship Tech Superintendents/ Master/ Chief Engineer as required, detailing service repairs, dry-docking repairs, and surveys, including costs incurred during such activities.
  • Manages the docking done on the vessels and check that the vessels are delivered back on time as planned.
  • Manages and records fuel and lubrication oil consumption daily.
  • Carry out Accident/Incident investigation and give recommendations for effective close out.
  • Prepare budgets for technical maintenance of vessels and effectively monitor the expenses incurred.
  • Issues Internal Technical Bulletins to all vessels as and when required
  • Provides general assistance to both commercial and Marine dept in respect of technical matters.
  • Processing all spare parts requisitions received from vessels and monitoring the efficient and timely supply of all spares required for the proper maintenance and safe operation of the vessels.

Qualifications:

  • A class one certificate of competency Chief Engineer – motor STCW95 or Naval Architect qualifications.
  • Minimum 7+ years of experience ashore
  • Dual Fuel experience is a must
  • Mechanical Engineer. or demonstrated sound technical knowledge through experience.
  • Shore base experience used to manage fleet and a workshop.
  • Management skills, strong and attentive to his team
  • Shipbuilding/operation/technical knowledge
  • Knowledge of ISPS, ISM, Flag State and Classification Society procedures and regulations.
  • Should possess a strong knowledge of SIRE/VIQ process.
  • Conversant with computers and Microsoft Office Suite
  • Very organized & good communication skills
  • Ability to work under pressure & in multicultural environment.
  • Fluency in English
  • Ability to travel without restriction.
