The Assistant Procurement Manager is responsible for supporting the procurement department in overseeing and optimizing the procurement processes for goods and services essential to port operations, with a specific focus on building construction, concrete flooring, and roadwork. This role requires in-depth knowledge and experience in construction to ensure that procurement activities align with company policies, are efficient, and cost-effective.
Responsibilities
1) Procurement Operations and Planning:
- Manage the end-to-end procurement process for construction materials, concrete flooring, and roadwork.
- Analyze and forecast procurement needs in collaboration with relevant departments to adapt and enhance procurement strategies.
2) Supplier Management and Contract Negotiation:
- Develop and maintain strong, ongoing relationships with suppliers to ensure the quality of materials and services.
- Negotiate contracts and procurement terms to safeguard company interests.
3) Contract Management and Quality Assurance:
- Oversee and review supplier contract compliance and prepare quality reports for construction projects.
- Evaluate supplier performance and implement corrective measures if necessary.
4) Cost Control and Efficiency:
- Support cost analysis initiatives to ensure procurement activities stay within budget.
- Identify cost-saving opportunities and suggest improvements to the procurement workflow.
5) Compliance:
- Ensure all procurement activities comply with relevant regulations and company policies.
Qualifications
- Bachelor's degree in Procurement, Supply Chain Management, Business Administration, Engineering, or a related field.
- Professional certifications (e.g., CIPS, CPM, or equivalent) are a plus.
- 5+ years of procurement experience, preferably in the construction or port operations industry.
- Proven track record in managing procurement for building construction, concrete flooring, and roadwork projects.
- Experience in contract management, supplier negotiation, and performance evaluation.
- Familiarity with procurement systems (e.g., SAP, Oracle, or similar).
- Experience working in cross-functional teams and managing stakeholders across different levels.
