Job Summary

  • Assistant Production Manager is responsible for overseeing and managing all operational functions within Tipco Asphalt Laos, including Production, Engineering, Warehouse Management, and Distribution. This role ensures efficient, safe, and cost-effective operations, maintains high product quality, optimizes supply chain logistics, and contributes to the overall strategic objectives and success of the organization in compliance with company standards and local regulations.

Job Description

Overall Operations Management:

  • Plan, organize, direct, and control daily operations for Production, Engineering, Warehouse, and Distribution.
  • Develop operational strategies, policies, and procedures to enhance efficiency, productivity, and safety, aligning with Lao standards.
  • Monitor KPIs and implement corrective actions.
  • Summarize operational data and generate monthly, quarterly, and yearly reports/presentations for the General Manager.

Production & Distribution Planning:

  • Lead production and distribution planning based on sales forecasts and actual sales data, including raw material request planning.
  • Oversee the asphalt production process to ensure optimal output, quality, and adherence to production schedules.
  • Implement and monitor robust quality control procedures to ensure all products meet specified standards.
  • Optimize production workflows and resource utilization to minimize waste and maximize efficiency.
  • Ensure full compliance with all safety, health, and environmental regulations in the production facility.

Engineering, Maintenance & Project Management:

  • Be responsible for both plant and truck maintenance, encompassing preventive and corrective maintenance programs to minimize downtime and extend asset lifespan.
  • Oversee troubleshooting and repair of operational issues, ensuring quick resolution to maintain continuous operations.
  • Identify opportunities for process improvements and technological upgrades to enhance operational performance.
  • Coordinate with the OPX team from Tipco Asphalt Thailand for all Tipco Asphalt Laos (TAL) projects, acting as the TAL project engineer.

Warehouse & Inventory Management:

  • Supervise all warehouse operations, including inventory management, material handling, storage, and dispatch.
  • Implement effective inventory control systems to ensure accurate stock levels, minimize losses, and optimize storage space.
  • Ensure proper handling and storage of raw materials and finished products, adhering to safety and quality guidelines.
  • Coordinate with production and distribution teams to ensure timely availability of materials and dispatch of products.

Distribution & Logistics Optimization:

  • Manage the distribution network and logistics operations to ensure timely and efficient delivery of products to customers.
  • Optimize transportation routes and methods to reduce costs and improve delivery times.
  • Coordinate with sales and customer service teams to meet customer delivery requirements and resolve logistics-related issues.

Financial Planning & Control:

  • Prepare the yearly Tipco Asphalt Laos (TAL) Operational Expenditure (OPEX) and Capital Expenditure (CAPEX) budgets for the General Manager.
  • Control and monitor both OPEX and CAPEX to ensure targets are achieved as planned.

Team Leadership & Development:

  • Lead, mentor, and develop the operations team, fostering a culture of continuous improvement and accountability.
  • Conduct performance appraisals, identify training needs, and provide opportunities for professional growth.
  • Promote effective communication and collaboration within the operations team and with other departments.

Qualifications

  • Bachelor's degree in any Engineer or related fields. Mechanical, Electrical, and Industrial Engineering backgrounds are advantageous.
  • Minimum 3 Years in operations management within the manufacturing or heavy industry,
  • In-depth knowledge of supply chain management, engineering, logistics, and inventory control principles.
  • Excellent leadership, team management, and problem-solving skills.
  • Excellent communication, interpersonal, and negotiation skills.
  • Proficiency in Laos and English (written and spoken) would be advantage
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Able to be based in Laos
