Job Description

JOB PURPOSE:

The Capability Development Specialist manages end-to-end training programmes by understanding business needs, sourcing the right learning solutions, and ensuring effective and quality of execution.

This role plays a key part in building employee capability, improving performance, and supporting the achievement of business goals.

KEY RESPONSIBILITIES:

  • Manage end-to-end training programmes, including planning, logistics coordination, training records, and DSD compliance, ensuring smooth execution and effectiveness.
  • Source and shortlist suitable training vendors and facilitators aligned with training needs and identified pain points, and propose appropriate options for final selection.
  • Evaluate learning effectiveness, analyse results, and provide insights and recommendations for continuous improvement.
  • Support the development of learning solutions using blended learning approaches, and assist in executing L&D initiatives such as IDPs, leadership and talent development.
  • Develop and update training materials and learning content using learning technologies and AI tools to create effective learning experiences.
  • Collaborate with internal and external stakeholders to support the effective implementation of L&D initiatives, and provide guidance to employees at all levels.
  • Stay updated on learning tools/tech and approaches to enhance learning effectiveness.
  • Support L&D-related projects as assigned.

REQUIREMENTS:

Education & Experience

  • Bachelor's degree in Human Resources or a related field.
  • 3-5 years of direct experience in L&D/HRD, with a strong focus on training operations or learning program.
  • Good command in English.

Capabilities & Competencies

  • Ability to understand and clarify training needs, and translate them into practical learning solutions (e.g. 70:20:10 learning framework).
  • Experience in sourcing, and working with training vendors or facilitators.
  • Understanding of DSD regulations, submission processes, and related tax privileges.
  • Learning tech-savvy with experience in digital learning tools and content creation (e.g., PowerPoint, Canva, CapCut, Articulate, LMS, or similar tools)
  • Hands-on, problem-solving skills and attention to detail.
  • Effective communication and interpersonal skills, with the ability to collaborate with internal and external stakeholders.
  • Proactive, adaptable, with a passion for people development and continuous learning.
