Position Overview

We are seeking an experienced Commissioning Manager (Cx Manager) to join our Project Management Consultant (PMC) team for a large-scale mission-critical infrastructure program. This role will oversee the commissioning process across 10 data centers, 2 office buildings, and 2 substations. The Cx Manager will act as the owner's representative, ensuring all mechanical, electrical, plumbing (MEP), and integrated systems are designed, installed, tested, and handed over in accordance with project requirements, industry standards (e.g., ASHRAE, Uptime Institute), and best practices for high-reliability facilities.

The successful candidate will report directly to the Project Director (PD), Project Management Office (PMO), and the Employer/Client, providing transparent oversight and independent verification throughout the commissioning lifecycle.

This is a senior-level position requiring strong leadership in multi-site projects, with a focus on risk mitigation, quality assurance, and seamless handover to operations.

Key Responsibilities

- Develop Commissioning Processes and Procedures: Create, implement, and maintain comprehensive commissioning plans, scripts, and procedures tailored to the project's scope, including Levels 15 commissioning (Factory Acceptance Testing, Installation Verification, Functional Performance Testing, Integrated Systems Testing, and Handover).

- Ensure alignment with Owner's Project Requirements (OPR), Basis of Design (BOD), and redundancy/reliability goals for data centers and supporting infrastructure.

- Oversee and Manage Third-Party Commissioning Agents (CxA): Track, coordinate, and report on all activities performed by external/third-party CxA teams. This includes reviewing CxA deliverables (e.g., test scripts, reports, punch lists), witnessing key tests, ensuring compliance with schedules, and resolving discrepancies or issues promptly.

- Reporting and Communication: Prepare and deliver regular progress reports, dashboards, and updates on commissioning status, risks, issues, and milestones to the Project Director, PMO, and Employer. Highlight critical path items, deficiencies, and recommendations for corrective actions.

- Lead Commissioning Activities Across Multiple Sites: Manage the full commissioning lifecycle for all 14 facilities (10 data centers + 2 offices + 2 substations), including design reviews, factory witness testing, site acceptance, pre-functional and functional testing, integrated systems testing (IST) under failure scenarios, and final handover.

- Coordination and Stakeholder Management: Interface with design teams, contractors, vendors, and operations staff to ensure systems meet performance, availability, reliability, and safety standards. Facilitate resolution of punch lists and support training for operational teams.

- Documentation and Closeout: Oversee compilation of all commissioning documentation, including as-built records, test results, O&M manuals, and lessons learned for future phases.

Qualifications and Experience

- Bachelor's degree in Mechanical/Electrical Engineering, Construction Management, or a related field (Professional Engineer certification preferred).

- Minimum 810 years of experience in commissioning management for mission-critical facilities, with at least 5 years focused on data center projects.

- Proven track record managing multi-site commissioning programs, including oversight of third-party CxA teams.

- Expertise in data center systems (e.g., UPS, generators, chillers, CRAHs, switchgear, EPMS/BMS controls) and commissioning levels/phases.

- Experience in a PMC or owner's representative role is highly desirable.

- Strong knowledge of industry standards (ASHRAE Guideline 0, Uptime Institute Tier Certification, LEED commissioning).

- Excellent communication, reporting, and leadership skills; proficient in tools like Microsoft Project, Excel, and commissioning software.
