Licensing and regulatory lead

Lead end-to-end applications for required payment services licences in Thailand under the Bank of Thailand regulatory framework.

Act as the primary point of contact with BOT, AMLO and other authorities. Manage queries, interviews, onsite inspections and post-licensing conditions.

Maintain the regulatory calendar and ensure timely filings, approvals, renewals and notifications.

CO/MLRO duties

Serve as Compliance Officer and MLRO for XTransfer (Thailand).

Design, implement and update the AML/CFT framework, including business-wide risk assessment, CDD/KYC/eKYC standards, screening, transaction monitoring, investigation and STR submissions to AMLO.

Oversee sanctions and high-risk country controls consistent with local requirements and XTransfer global policy.

Policy, oversight and governance

Localise group compliance policies to Thai law and BOT/AMLO guidelines. Ensure procedures cover onboarding, ongoing due diligence, record-keeping and data privacy (PDPA).

Provide second-line oversight of Thailand operations. Review product features and partner arrangements for compliance impact before launch.

Coordinate internal and external audits. Track remediation to closure and report to senior management and HQ.

Regulatory engagement and reporting

Prepare regulatory correspondence and required reports in Thai and English.

Build and maintain constructive working relationships with regulators and partner banks in Thailand.

Monitor regulatory developments and brief management on changes and implementation plans.

Training and culture Deliver periodic training to first-line teams and management on Thai regulatory requirements, AML/CFT and sanctions.

Promote a strong compliance culture and speak-up environment.

Cross-border coordination

Work closely with CO/MLROs in other countries and the HQ risk and compliance teams to align standards.

Support group-level risk assessments and contribute Thailand inputs to global reporting to the CRO.

Experience: Minimum 7 years in compliance or regulatory work in Thailand across payments, e-money, remittance, fintech or banking, or in a regulator, partner bank, or law/consulting firm handling BOT or AMLO matters.

Must be eligible to be named MLRO and have hands-on experience in at least two of: licensing or post-licensing with BOT, AML/CFT programme and STR filing, regulatory inspections and reporting, product or partner-bank advisory, sanctions or PDPA controls. Prior CO/MLRO or Deputy MLRO experience is an advantage.

Regulatory knowledge:

Strong command of Thai payment services regulations, BOT notifications, AMLO rules and PDPA. Proven track record handling licence applications, supervisory reviews and regulatory reporting.

Languages: Native-level Thai and strong English, both written and spoken. Able to draft official letters and reports in Thai.

Education/Certification: Degree in law, finance, economics, business or related field. Professional certifications such as CAMS/ICA are an advantage.

Skills: Strong stakeholder management with regulators and partner banks, sound judgement, analytical and problem-solving skills, excellent communication and ability to work under pressure.

Fit and proper: Meets Thai regulatory fit-and-proper standards. Clean compliance and criminal record.
