Job Description

Job Summary:

Lead our company's Construction & Cost Specialist (Quantity Survey background) with a focus on CAPEX projects, interior fit-outs, and facility investments. This leadership role bridges the gap between strategic procurement and technical Quantity Surveying (QS), ensuring total transparency from initial bidding to final settlement.

Key Responsibilities:

1. Procurement Strategy & Leadership

  • Establish and govern company-wide procurement guidelines.
  • Mentor and coach team members to elevate organizational procurement standards.
  • Develop mid-to-long-term sourcing strategies and Supplier Relationship Management (SRM) policies.

2. Cost Management & Quantity Surveying (QS Excellence)

  • Execute precise Quantity Take-off from design drawings/specifications and prepare budget estimates.
  • Rigurously review cost fluctuations from Variation Orders (VO) and manage final accounts.
  • Analyze costs through a Total Cost of Ownership (TCO) lens and proactively propose Value Engineering (VE).

3. Bidding & Contract Management

  • Orchestrate domestic and international bidding strategies and lead Vendor Selection.
  • Review and negotiate contracts based on international standards (e.g., FIDIC) and domestic construction law.
  • Provide expert mediation and logical responses to contractual disputes or claims.

4. Risk Management & Governance

  • Ensure supply chain stability and implement hedging strategies against material price fluctuations.
  • Uphold the highest procurement ethics and monitor processes for maximum transparency.

Qualifications:

  • Experience: 10+ years in relevant roles, including proven leadership experience.
  • Technical Expertise:Essential hands-on experience in QS (Estimation/Cost Management) for construction and interior projects.
  • Skills: High proficiency in interpreting technical drawings and using cost estimation software.
  • Communication: Exceptional negotiation skills with diverse stakeholders and Fluency in Business English.
  • Education: Bachelor's degree or higher in Architectural/Civil Engineering, Quantity Surveying, or Business/Economics.

Preferred Skills (The Plus Factor)

  • Certifications: CQS (Certified Quantity Surveyor) or a professional engineering license.
  • Experience with AI-based procurement tools or ERP (SAP, Oracle) implementation projects.
  • Sector Experience: Background in Retail Expansion, Data Centers, or large-scale facility investments.
