Role Summary

As the Quality Manager, you lead and oversee the quality management of our data center projects. You will ensure that construction complies with contractual requirements, applicable codes, and our internal quality standards. Your key role is to minimize quality risks, control rework, and safeguard the long-term value and reputation of our developments.

Key Responsibilities

  • Quality Planning & Management
  • Develop, implement, and maintain the Project Quality Management Plan (QMP) and inspection protocols in line with the Employer's requirements.
  • Define quality objectives, KPIs, inspection frequencies, hold/witness points, and ensure alignment with the project schedule and budget.
  • Review and comment on design drawings, specifications, RFIs, submittals, and method statements from a quality perspective.
  • Oversight of QA/QC on Site
  • Lead and coordinate all QA/QC activities for civil, structural, architectural, and MEP works, ensuring compliance with approved plans and specifications.
  • Supervise and coordinate third-party testing agencies for critical systems (e.g., concrete, steel, fire protection, electrical).
  • Monitor workmanship and installation quality to minimize punch lists, rework, and latent defects.
  • Review and approve inspection and test reports before authorizing subsequent work stages.
  • Non-Conformance, Risk & Compliance
  • Lead the identification, documentation, and management of non-conformances (NCRs) and quality observations.
  • Conduct root cause analyses (RCA) for significant quality issues and verify the effectiveness of corrective and preventive actions (CAPAs).
  • Ensure all rework is fully inspected and approved before re-energization, commissioning, or handover.
  • Support internal and external audits, and manage responses to audit findings and client observations.
  • Documentation, Reporting & Handover
  • Oversee the maintenance of quality records, inspection reports, test results, and deficiency logs.
  • Prepare and present regular quality performance reports, including defect trends, rework costs, and inspection pass rates.
  • Ensure all quality documentation complies with contractual, regulatory, and company requirements.
  • Support the preparation of O&M manuals, as-built documentation, and final handover packages.
  • Stakeholder Coordination & Leadership
  • Act as the primary quality liaison with the client, consultants, authorities, and commissioning agents.
  • Collaborate with the project manager, engineers, and construction teams to integrate quality requirements into work planning and execution.
  • Provide guidance, training, and capacity-building for contractors and site personnel on quality standards and best practices.
  • Lead quality meetings, coordinate with the general contractor and subcontractors, and manage interfaces with supervising engineers.
  • Continuous Improvement
  • Monitor and analyze quality performance metrics to identify systemic issues and areas for improvement.
  • Recommend and implement process enhancements to improve efficiency, quality, and cost-effectiveness.
  • Stay updated on industry trends, regulations, and best practices, and promote innovation in quality management processes.

Qualifications & Experience

  • Education: Bachelor's degree in Civil, Mechanical, Electrical Engineering, Construction Management, or related field.
  • Experience:
    • Minimum 810 years in construction quality management, with at least 5 years in a managerial or lead role.
    • Proven track record managing quality on large-scale projects from early works through to commissioning and handover.
    • Experience in data center or mission-critical facility projects is highly desirable.
  • Technical Knowledge:
    • In-depth understanding of construction methods, materials, and quality control procedures for civil, structural, and MEP systems.
    • Familiarity with relevant codes and standards (e.g., ISO 9001, local building codes, NFPA, NEC, ASHRAE, Uptime Institute).
    • Experience with owner quality requirements for hyperscale clients (e.g., Meta, Google, Microsoft, Amazon) is a plus.
  • Certifications (Preferred):
    • ASQ Certified Quality Manager (CQM), CQM-C, or equivalent.
    • Certified Construction Quality Manager (CQM), CDCP, LEED AP, or OSHA 30-Hour Construction Safety.
