Consultant for Project Endline Assessment
Position: Consultant for Project Endline Assessment Project: Marine Litter Prevention through Reduction, Sustainable Design and Recycling of Plastic Packaging (MA-RE-DESIGN) Supervised by: Eknarin Ariyavongvivat Duration: 1 March 15 June 2026
- Project Background and Detailed Activities
- The MA-RE-DESIGN project is a comprehensive initiative aimed at systemic change in plastic waste management. The project does not merely focus on clean-ups but addresses the entire packaging value chain through the following core work streams:
- Tourism Sector Transformation: The project has successfully engaged over 31 businesses (hotels, dive shops, and restaurants) to sign voluntary commitments to eliminate Single-Use Plastics (SUP). Key interventions include the implementation of a Deposit-Return System (DRS) for reusable cups and bowls, and the installation of Water Refill Stations to reduce PET bottle consumption.
- Municipal Infrastructure & Policy: In collaboration with local authorities, the project supports the development of Plastic Smart City Action Plans (PSC-APs). Technical support includes the deployment of Waste Flow Diagrams (WFD) to identify leakage hotspots and the provision of waste collection equipment and small-scale infrastructure, such as organic waste treatment machines.
- Informal Sector Integration: A critical component involves strengthening the Saleng (informal waste pickers) network, recognizing their vital role in the circular economy by improving their collection efficiency and linking them with municipal systems.
- Monitoring & Innovation: The project utilizes advanced monitoring tools, including remote sensing data to test pollution risks in Marine Protected Areas (MPA) and systematic sampling of plastics in rivers and on beaches.
- Reference Documents for Baseline Alignment: To ensure consistency and comparability of results, the Consultant is required to align the Endline Assessment methodology with the project's established baseline data. The following documents will serve as the primary reference points:
- Baseline Study Report Plastic Waste in the Tourism Sector: Focusing on single-use plastic (SUP) consumption, behavioural patterns in hotels/restaurants, and voluntary commitments in Trang and Koh Tao.
- Baseline Study Report Plastic Waste in the Municipality Sector: Utilizing the Waste Flow Diagram (WFD) approach to identify leakage hotspots and infrastructure gaps in Trang.
- MA-RE-DESIGN Baseline Calculation (Excel Dataset): Providing the initial quantitative values for waste generation (e.g., 1.15 kg/capita/day in Trang), collection rates, and recycling rates for benchmarking.
- Key Evaluation Questions
The Endline Assessment Shall Be Guided By a Set Of Overarching Evaluation Questions To Ensure a Structured And Objective Analysis Of The Project's Performance And Impact. The Consultant Is Expected To Address, At a Minimum, The Following Questions
Relevance
- To what extent were the project interventions aligned with local waste management needs, stakeholder priorities, and policy frameworks in Trang and Koh Tao
Effectiveness
- To what extent did the project achieve its intended outputs and outcomes, particularly in reducing single-use plastic consumption, improving waste recovery, and strengthening stakeholder engagement
Impact
- What measurable changes in plastic leakage, waste diversion, and circularity can be observed compared to baseline conditions
- What systemic changes have occurred within the tourism sector, municipal waste systems, and informal recycling networks as a result of the project
Sustainability
- How likely are the project's results and behavioural changes to be sustained after project completion
- Are institutional, financial, and technical mechanisms in place to maintain infrastructure, policies, and partnerships introduced by the project
- Core Indicators to be Assessed
To Ensure Comparability With Baseline Findings, The Consultant Shall Assess And Report Against a Core Set Of Indicators, Including But Not Limited To
- Percentage reduction in Single-Use Plastic (SUP) consumption among participating tourism businesses
- Change in plastic leakage rates, based on updated Waste Flow Diagram (WFD) analysis
- Change in municipal waste collection and recycling rates
- Number and percentage of participating businesses maintaining reusable systems (e.g., DRS, refill stations)
- Operational status and maintenance readiness of installed waste infrastructure
- Level of integration and participation of informal waste pickers in local waste systems
- Evidence of behavioural change among target stakeholder groups
- Evidence of policy uptake or institutionalization of Plastic Smart City Action Plans
The Inception Report shall present a refined indicator matrix linking each indicator to data sources, methods, and baseline values.
- Objectives of the Assignment
4.1 The Primary Objective Of This Consultancy Is To Conduct a Comprehensive Endline Assessment To Evaluate The Project's Impact Against The Baseline Indicators. Specifically, The Consultant Will
- Assess Impact across the Value Chain: Evaluate the effectiveness of interventions from upstream (SUP reduction in tourism businesses and behavioral change) to downstream (municipal waste management improvements and informal sector integration).
- Comparative Analysis: Compare current data against the Baseline Study results (Part A and Part B) and the Baseline Calculation Dataset to quantify reductions in plastic leakage and improvements in waste recovery rates in Trang and Koh Tao.
- Evaluate Qualitative Outcomes: Beyond quantitative metrics, assess qualitative dimensions such as ownership of the project initiatives by local stakeholders, the sustainability of the Plastic Smart City Action Plans (PSC-APs), and the effectiveness of the Theory of Change.
4.2 Project locations: The assessment must cover the following specific pilot sites:
Trang Province:- Nakhon Trang Municipality: Focus on urban Plastic Action Plans, municipal waste flow analysis, and large-scale public event management (e.g., Food Festivals).
- Coastal & Island Tourism Hubs: Specifically, Pak Meng, Koh Mook, and Koh Libong. These areas represent the interface between community living and marine conservation, focusing on community-led waste reduction.
Surat Thani Province:- Koh Tao Municipality: A primary tourism pilot site focusing on the Spotlight Koh Tao model, school networks (Ban Koh Tao School), and the scaling of the reuse economy.
- Methodology Requirements
To ensure robust comparability with the Baseline Study, the Endline Assessment must adopt a consistent mixed-methods approach:
5.1 Quantitative Alignment
- Municipal Sector: Re-application of the Waste Flow Diagram (WFD) methodology to measure changes in plastic leakage and management performance in Trang.
- Tourism Sector: Utilization of surveys and calculation methods comparable to the baseline to measure SUP reduction and diversion rates in participating businesses.
5.2 Qualitative Validation
- Conduct Key Informant Interviews (KIIs) and Focus Group Discussions (FGDs) with key stakeholders (Municipalities, WWF, Tourism Operators, and the Saleng network).
- Verify the validity of the project's Theory of Change and assess the long-term sustainability of the interventions.
- Scope of Work
The Consultant will be responsible for the following key tasks:
6.1 Data Validation & KPI Review: Conduct a technical review to validate data from major milestones, such as the 1.8 tons of waste collected during World Oceans Day 2025 and verify the accuracy of the Final Waste Flow Diagrams.
6.2 Comparison with Baseline Data: Perform a comparative analysis between Baseline and Endline data to quantify the project's success in meeting its intended Outcomes and Impacts.
6.3 Stakeholder Interviews: Conduct deep-dive interviews and focus group discussions with the Program Manager, Field Coordinators, and external partners including GIZ and UNEP COBSEA.
6.4 Sustainability Audit: Analyse the long-term viability of installed infrastructure (e.g., refill stations, organic waste machines) and evaluate if there are clear maintenance and budget plans post-June 2026.
6.5 Lessons Learned Documentation: Identify Quick Wins and systemic challenges to provide actionable recommendations for future replication.
- Data Access, Quality Assurance, and Responsibilities
WWF Thailand will provide the Consultant with access to relevant project documentation, baseline datasets, monitoring records, and stakeholder contact lists.
The Consultant Is Responsible For
- Verifying the reliability and consistency of secondary data provided
- Identifying and documenting data gaps, limitations, and assumptions
- Applying appropriate triangulation methods to ensure data validity
- Clearly documenting methodologies used for recalculations and comparisons with baseline figures
All analytical processes must be transparent and replicable.
- Ethical Considerations and Safeguards
The Consultant shall adhere to internationally accepted ethical standards for research and evaluation. This includes:
- Obtaining informed consent from all interview and survey participants
- Ensuring confidentiality and anonymity where requested
- Avoiding harm or disruption to vulnerable groups, including informal workers and school communities
- Ensuring that any photographs, recordings, or personal data are collected only with explicit permission
- Complying with WWF's data protection and safeguarding policies
- Expected Deliverables
- Inception Report: Detailed evaluation matrix, methodology, and site visit schedule (March 2026).
- Draft Endline Report: Comprehensive analysis of data from Trang and Koh Tao for team review (May 2026).
- Final Endline Assessment Report: A finalized report in English, including an executive summary and policy recommendations. The report must include a dedicated chapter providing a comparative analysis between the baseline data and endline findings, highlighting specific percentage reductions in plastic leakage and behavioural changes. (June 15, 2026).
Additional Knowledge Products
In addition to the Final Endline Assessment Report, the Consultant shall deliver:
- A PowerPoint presentation summarizing key findings and recommendations for project partners and donors
- A concise Policy Brief (23 pages) highlighting policy-relevant findings
- An Indicator Summary Table (Excel format) comparing baseline and endline values
These products are intended to support communication, replication, and strategic decision-making.
- Qualifications and Competencies
Education And Experience
- Advanced Degree: Master's degree in environmental science, Environmental Engineering, Development Studies, or a related field (Doctoral degree preferred).
- Evaluation Expertise: Minimum 35 years of professional experience in Monitoring and Evaluation (M&E), impact assessment, or research related to waste management and circular economy projects.
- Methodological Mastery: Demonstrated experience in applying the Waste Flow Diagram (WFD) methodology for plastic leakage assessment and proficiency in conducting evaluations based on the Theory of Change.
- Comparative Analysis: Experience in conducting comparative studies (Baseline vs. Endline), including quantitative data analysis and qualitative stakeholder assessment.
Skills And Competencies
- Analytical Skills: Strong capability in analysing complex datasets (e.g., waste quantification) and synthesizing qualitative findings from interviews/FGDs.
- Technical Knowledge: Deep understanding of the plastic value chain, circular economy principles, and municipal waste management systems.
- Communication: Excellent reporting and presentation skills in both Thai and English (ability to write high-quality technical reports is essential).
- Independence: Ability to work independently, manage field schedules, and deliver results under tight deadlines.
The Consultant may propose a small team structure to ensure effective delivery. This may include:
- Lead Evaluation Consultant (Team Leader)
- Research Assistant(s) or Field Enumerators (as needed)
- Data Analyst (if separate from Team Leader)
The proposal shall clearly describe team roles, level of effort, and relevant experience of each team member.

Internal: Reporting and Collaboration
- Direct Reporting: The Consultant will report directly to the Program Manager, who will provide overall guidance and final approval on the assessment methodology and deliverables.
- Technical Liaison: Work in close collaboration with the M&E Unit to align assessment indicators with the project's baseline data and logical framework.
- Operational Support: Coordinate with Field Coordinators to facilitate data collection, schedule site visits, and ensure access to relevant project beneficiaries and stakeholders.
External: Coordination and Validation
- Partner Engagement: Coordinate with project partners and local municipalities to verify field-level data and gather qualitative insights regarding project impact.
- Technical Oversight: Liaise with the PSC (Project Steering Committee) M&E Coordinator in program countries to ensure the assessment meets regional standards and to support capacity-building through the sharing of findings and best practices.
- Stakeholder Consultation: Engage with community representatives and local authorities to ensure a participatory approach to the endline evaluation.
