As the Deputy Director of HR, you will act as a strategic co-pilot to the CHRO, spearheading NTUC LearningHub's (LHUB) overarching people strategy with a dedicated focus on HR Business Partnering (HRBP) and Talent Acquisition (TA).
You will bridge the gap between corporate business objectives and human capital execution. Leading a high-performing team of HR professionals, you will ensure that business units are equipped with proactive talent solutions and that LHUB continuously attracts top-tier, future-ready talent.
Key Responsibilities :
Strategic HR Business Partnering
- Executive Liaison: Serve as a trusted advisor and strategic consultant to senior business leaders and executives, translating complex business plans into actionable, fit-for-purpose HR strategies.
- Organisational Design & Change Management: Guide business units through transformation, workforce development while driving effective change management initiatives.
- Workforce Planning: Partner with divisional heads to conduct critical workforce demand analysis, helping to forecast skill gaps and map long-term headcount and talent requirements.
- Performance & Succession Strategy: Oversee the implementation of robust performance management frameworks, leadership development, and critical role succession planning across corporate business lines.
Talent Acquisition & Employer Branding
- Recruitment Strategy Execution: Design, operationalize, and evolve a progressive talent acquisition strategy that targets niche skills, leadership hires, and high-volume pipelines.
- Executive Sourcing: Personally lead or oversee the end-to-end recruitment lifecycle for senior leadership and executive-level positions.
- Employer Branding: Position the organization as an employer of choice in the market by modernising talent attraction channels and digital networking strategies.
- TA Technology Optimisation: Evaluate and optimize the recruitment stack—including Applicant Tracking and AI-driven sourcing tools—to drive efficiency, reduce time-to-hire, and enhance candidate experience.
Team Leadership & Operations
- Capability Building: Lead, mentor, and elevate a team of HR professionals to foster an agile and metrics-driven work culture.
- Data-Driven Insights: Champion the use of HR data analytics to provide the CHRO and executive committees with clear, predictive insights regarding attrition, hiring velocity, and workforce productivity.
- Governance & Fair Practices: Uphold compliance, data privacy standards, and fair employment selection practices across all partnering and recruitment initiatives.
Requirements :
- Degree in Human Resource Management, Business Administration, or a related discipline.
- Minimum 10 to 15 years of progressive human resource experience.
- At least 5 years in a leadership role managing business partnering teams.
- Experience hiring across diverse functions and levels, including leadership and functional roles.
