Job Description

Role Purpose:

The Development Project Management Officer serves as the strategic nerve center for all project management activities within the Development Division. This role is accountable for translating management intent into structured execution, consolidating cross-project visibility, and governing delivery cadence across a complex portfolio of development initiatives. Operating as an individual contributor at a senior level, the incumbent works across functions without direct line authority, requiring exceptional influencing skills, high analytical credibility, and the ability to operate effectively at both the strategic framing and execution-tracking levels.

Roles & Responsibilities:

1. Portfolio & Project Oversight

  • Maintain a consolidated view of all active development projects, covering status, risks, milestones, owners, team's workload and upcoming decision points across the portfolio.
  • Act as the central intelligence point — tracking what is happening, where each initiative stands, and what the immediate next step is at any given time.
  • Identify inter-project dependencies, resource conflicts, and sequencing risks; surface these proactively to the Head of Project Development.
  • Ensure all project data is accurate, current, and consistently maintained as the single source of truth for the division's portfolio.

2. Management Agenda Translation & Structured Execution

  • Receive strategic priorities and directional decisions from management and translate them into clear, actionable execution frameworks with defined owners, timelines, and success criteria.
  • When required, take ownership of framing the required answer — structuring the problem, defining the scope of work, and setting up the execution pathway even where a dedicated project owner exists.
  • Support initiative owners in aligning their plans to management expectations; challenge and sharpen plans that lack clarity or rigour.
  • Manage and track all commitments arising from CEO-level and senior management meetings, ensuring nothing falls through the cracks after decisions are made.
  • Convert loose management direction into defined tasks, owners, and timelines — particularly for items that arise informally (e.g., LINE group instructions, verbal directions) and require structured follow-through.

3. Governance Cadence & Cross-functional Coordination

  • Design and operate the governance cadence for the Development Division — including project review rhythms, escalation protocols, and agenda-setting for management touchpoints.
  • Facilitate regular project review meetings; prepare structured pre-reads and ensure decisions are clearly recorded and attributed to the right owners.
  • Ensure that every agreed action has a clear owner who delivers the right content in time for the next review — proactively following up rather than waiting to find out on the day it is missing.
  • Coordinate across Development, Business Development, Operations, Finance, and other corporate functions to align on deliverables, resolve blockers, and maintain momentum.
  • Manage information flow between project owners and senior leadership; calibrate what gets escalated, what gets resolved at the working level, and what requires CEO visibility.

4. Management Reporting & Executive Communication

  • Own the Development Division's management reporting — including CEO facing report, BOD project updates, townhall presentations, and Development OKR tracking.
  • Prepare high-quality, insight-driven reports that go beyond status updates — synthesizing project health, surfacing risks, and recommending forward-looking actions for leadership decision-making.
  • Build and maintain the Development OKR framework; track key results, flag deviations, and drive accountability for quarterly outcomes.
  • Translate complex, multi-workstream project data into concise executive narratives that enable fast, well-informed decisions.

5. Development Improvement initiatives

  • Lead and oversee development improvement initiatives — from diagnosing to designing, piloting changes, and embedding.
  • Evaluate and support the adoption of project management tools and systems (e.g., PM software, knowledge management platforms) within the Development Division.
  • Continuously raise the standard of project management practice.

6. Strategic & Analytical Support

  • Provide analytical and strategic framing support to the Head of Project Development on select high-priority topics that require rapid structuring or deep-dive analysis.
  • Conduct research, benchmarking, and synthesis on topics relevant to the Development Division's agenda — including development trends, competitive positioning, and operational benchmarks — and package findings into concise outputs that enable informed management decisions.

Qualifications & Experiences:

Education

  • Bachelor's degree required; Master's degree in Business Administration, Real Estate, Engineering, or a related field is preferred.

Professional Experience

  • Minimum 8–12 years of total experience, with at least 5 years in project management, Construction Management, PMO, or a closely related function.
  • Proven track record of managing complex, multi-stakeholder projects in a corporate or real estate development environment.
  • Prior experience operating in or alongside a C-suite or senior executive environment is strongly preferred.
  • Exposure to real estate development, mixed-use assets, or property development cycles is an advantage.

Technical Skills

  • Advanced proficiency in Microsoft PowerPoint and Excel; including financial modelling, scenario analysis, and executive-quality presentation design.
  • Ability to construct governance frameworks, reporting templates, and structured tracking systems from scratch.
  • Familiarity with project management or knowledge management software is a plus.
