Job Description

The Kallang Group Pte Ltd (TKG), a wholly owned subsidiary of the The Kallang Group Holding Co Pte Ltd which is incorporated by Sport Singapore (SportSG), is established to manage the Kallang Alive Precinct including National Stadium, Singapore Indoor Stadium, Kallang Tennis Hub and Kallang Football Hub. This centrally located precinct is Singapore's premier sports, entertainment and lifestyle hub with integrated community programming. TKG aims to bring to life Singapore's vision of the Kallang Alive Precinct as a national icon by maximising the full potential of the integrated sports, entertainment and lifestyle development.

With the new upcoming 18,000 seats indoor arena and relocated Home of Team Singapore (HTSG) within the 90-hectares precinct, TKG is tasked with the expanded responsibilities of planning and operating of majority of the new and existing building facilities including the public spaces; for and on behalf of the government. Relatedly, under the SG Green Plan, a national initiative aimed at advancing sustainable development by 2030, focusing on key areas including cleaner energy, green infrastructure, resilient city planning, sustainable living and a circular economy, maintaining standards and certification of the current buildings and ensuring on setting specific goals and objective of the new/ upcoming building are eminent to overall success in this whole-of-nation effort across industry-community and government.

The Role:

Reporting to the Head of Facilities Planning & Management, this candidate will be one of the key appointment holders in FPM team leading the Contract Management team.

The job scope in this section entails contract, cost control and administration management. The candidate will lead a Contract Management team overseeing the end-to-end contract management, including lifecycle cost planning, opex & capex and quality management.

Key responsibilities include:

Contract Administration and Management:

  • Lead contract management discussion, monitor contract milestones, provide support and advice on Public Private Partnership (PPP) novated contract matters.
  • Review and identify work related contractual issues against contract terms and propose for negotiation and discussion with FM Contractor.
  • Lead and manage SLAs and KPIs of FM Contractor, ensuring it meets contractual performance and perform payment milestones. To take appropriate actions for non-conformance results.
  • Assist HOD to formulate strategies for contract administration, management and contract disputes.
  • Prepare, review, and issuance of Variation Enquiries (VEs) to incumbent FM and ICT contractors for new project requests from Business Units and partners.
  • Develop Supplementary Agreement based on variation response, project details, with input from Stakeholder, Contractor and Legal department.

Cost Control:

  • To lead and assist HOD to manage FM OPEX and CAPEX Budget. Prepare organisational budgets to support short‐term and long-term business plans through forecasting and allocation.
  • To manage and provide regular update on expenditure for FPM Department
  • Recommend strategies for cost management
  • Monitor and track LCC expenditure through maintenance plan and project initiatives utilisation.
  • Work with procurement team to support FPM on contract procurement matter and processes.
  • To support and participate in ITQ/ITT

Quality:

  • Manage FPM quality assurance policy and management system for services to ensure compliance with internal quality requirements, standards and/or regulations
  • Manage and oversee all FM QA related activities and ensure proper documentation
  • Establish procedures for documentation and reporting

Manage people and organisation:

  • Collaborating with various Business Groups within TKG and among the Project Management Team lead.
  • Providing technical guidance, mentorship and motivation to foster a culture of innovation, collaboration and continuous improvements.
  • Maintain trust and rapport with users through consistency in service standards

General:

  • Perform any other duties assigned by HOD.

Skills & Education

  • Minimum 12-15 years industry experience in contract or commercial management, ideally in large-scale mission critical facilities.
  • Graduate Degree in Building, Property Management, Quality Surveying Facilities Management, Engineering or equivalent.
  • Experience in lifecycle costing, facilities management contracts, and performance-based contracting will be preferred.
  • Strong understanding of contract law, negotiation, and risk allocation.
  • Familiar and experience with public sector contract and procurement governance.
  • Managed multi-disciplinary teams including outsource vendor
  • Experience in management of building services and facilities operation as well as improvement projects will be an advantage.
