Job Description

Key Responsibilities

Finance Management

. Assist in preparing the annual budget, financial forecasts and cash flow projections.

. Prepare monthly, quarterly and annual financial reports for management and committees.

. Process accounts payable and accounts receivable transactions, and carry out weekly bank-in of cash and/ or cheque receipts.

. Perform bank reconciliations and support day-to-day cash management.

. Process payment vouchers and prepare payment schedules and supporting documentation for approval.

. Administer school fee collection, subsidy administration, ECDA grant claims and Baby Bonus (CDA) transactions.

. Prepare GST submissions and ensure compliance with IRAS requirements.

. Support the annual financial audit process and assist in implementing audit recommendations.

. Maintain fixed asset registers and asset management records.

Human Resources & Payroll

. Support recruitment activities, including posting job advertisements, arranging interviews, conducting reference checks and preparing employment offers.

. Prepare employment contracts, appointment letters and HR documentation.

. Process monthly payroll and administer statutory submissions for staff, including CPF submissions.

. Administer leave, attendance and employee benefits.

. Support onboarding and offboarding processes.

. Assist management with day-to-day queries on employment matters.

. Support performance management and staff development processes.

. Help ensure compliance with MOM regulations and employment legislation.

. Assist in coordinating staff welfare initiatives, engagement activities and training administration.

Student & Administrative Operations

. Administer student enrolment and registration processes.

. Maintain and update the Preschool Management System, including student records, fee collection, inventory and reporting.

. Administer Baby Bonus (CDA) applications and claims.

. Support the procurement of uniforms, books and educational materials.

. Support annual events such as Orientation Day, Graduation, Sports Day and other Preschool programmes.

. Support logistics arrangements for staff retreats and major Preschool events.

Governance & Compliance

. Support compliance with ECDA licensing requirements.

. Help ensure adherence to MOM, CPF, IRAS, GST and other statutory obligations.

. Support the review and updating of finance and HR policies and procedures.

. Support internal and external audits and regulatory inspections.

Stakeholder Management

. Work closely with the relevant committees on day-to-day finance and HR matters.

. Liaise with auditors, banks, government agencies, vendors and external service providers.

. Support management by preparing reports and data analysis to facilitate informed decision-making.

Requirements

. Degree or Diploma in Accountancy, Finance, Human Resource Management, Business Administration or a related discipline.

. At least 2 to 3 years of relevant experience in finance, payroll and HR administration.

. Experience in the preschool, education, charity or church sector would be advantageous.

. Familiarity with ECDA funding and compliance requirements is preferred.

. Good knowledge of Singapore employment legislation, CPF, IRAS and GST regulations.

. Experience with accounting and payroll systems.

. Strong organisational skills with the ability to manage multiple priorities.

. High level of integrity, accuracy and confidentiality.

. Strong interpersonal and communication skills.
