Job Description

Job Purpose

Lead the end-to-end planning, governance, execution, and delivery of the HCM/HRIS program, ensuring implementation is completed on time, within budget, within agreed scope, and aligned to business objectives. The role coordinates HR, IT, vendors, process, change, data, testing, and deployment activities to deliver a stable, adopted, and value-generating HCM solution.

Key Responsibilities

HCM Program Governance

  • Establish and manage HCM program governance, decision forums, escalation paths, and reporting cadence.
  • Define project scope, objectives, deliverables, assumptions, dependencies, and success measures with business sponsors.
  • Own the integrated HCM implementation roadmap across process, configuration, data, integrations, testing, change, training, and deployment.
  • Lead Steering Committee preparation, executive updates, issue escalation, and decision tracking.
  • Ensure alignment between HCM project outcomes, HR operating model priorities, and business transformation objectives.
  • Coordinate the Re-engineering Process Lead and Change Management Lead to ensure workstream plans are integrated and mutually reinforcing.

Project Delivery Management

  • Develop and maintain the integrated project plan, timeline, milestones, critical path, and resource plan.
  • Manage project budget, scope control, change requests, resource allocation, and vendor/implementation partner performance.
  • Lead RAID management covering risks, assumptions, issues, dependencies, decisions, and mitigation actions.
  • Track progress, deliverable quality, issue resolution, and readiness against approved project standards.
  • Coordinate cross-functional dependencies across HR, IT, data migration, integrations, security, payroll, finance, and local business teams.
  • Manage quality gates, design sign-offs, testing cycles, UAT coordination, cutover planning, go-live readiness, and hypercare transition.

Key Deliverables

  • HCM Program Charter, scope, governance model, and decision framework
  • Integrated project plan, roadmap, milestone tracker, and critical path
  • Budget, resource plan, and vendor delivery plan
  • RAID log, decision log, issue escalation tracker, and mitigation plans
  • Steering Committee packs, status reports, and executive dashboards
  • Testing, UAT, cutover, go-live readiness, and hypercare plans
  • Benefits realization tracking and post-implementation review

Success Metrics (KPIs)

  • On-time / on-budget delivery: % milestones achieved on time; budget variance vs plan.
  • Scope and quality control: approved scope delivered; defects and rework managed within target.
  • Risk and issue resolution: critical risks mitigated and issues closed within agreed SLA.
  • Go-live readiness: completion of testing, training, cutover, data, and support readiness gates.
  • Stakeholder satisfaction: sponsor, business, and workstream satisfaction score.

Qualifications

  • Bachelor's or Master's degree in HR, Business, Information Systems, Project Management, or a related field.
  • 8–10+ years of experience managing HRIS, HCM, digital HR, or enterprise technology implementation projects.
  • Strong project management discipline; PMP, PRINCE2, Agile, or equivalent certification preferred.
  • Hands-on experience with HCM platforms such as Workday, SAP SuccessFactors, Oracle HCM, or equivalent systems.
  • Strong stakeholder management, vendor management, communication, and executive reporting capability.
