Job Title:Health Safety & Environment Manager

Reports to:General Manager

(HSE / SHEQ & Compliance)

Location: PMG Marine Complex, Rayong

Department: Operations / Compliance

Role Purpose

The Head of Health Safety & Environment Manager is responsible for the strategic leadership, management, and continual improvement of all Health, Safety, Environmental, and Quality (HSEQ) aspects of PMG operations.

The role ensures full compliance with statutory legislation, international standards, client requirements, and company policies, while promoting a strong safety culture across all operational and office environments.

Key Responsibilities

1. Leadership & Strategy

  • Lead and develop the company-wide Health, Safety, Environmental, and Quality (HSEQ) strategy.
  • Act as the principal advisor to Senior Management on all HSEQ matters.
  • Promote a proactive safety culture and continuous improvement mindset throughout the organization.
  • Act as the designated Whistleblowing Officer.

2. Compliance & Governance

  • Ensure compliance with all applicable health, safety, environmental, and quality legislation.
  • Monitor, interpret, and communicate changes in HSEQ legislation and standards to Management.
  • Coordinate all safety matters in accordance with company policies and statutory requirements.
  • Liaise with client safety representatives when working under client risk assessments and safe systems of work.

3. Risk Management & Incident Control

  • Oversee the development, review, and implementation of:
  • Risk Assessments
  • Safe Systems of Work
  • COSHH assessments
  • Lead the reporting, investigation, and analysis of accidents, incidents, and near misses.
  • Ensure corrective and preventive actions are implemented and monitored.

4. Integrated Management System (IMS)

  • Take full responsibility for the control, implementation, and continuous improvement of the Integrated Management System (IMS).
  • Ensure compliance with:
  • ISO 9001 (Quality)
  • ISO 14001 (Environmental)
  • ISO 45001 (Occupational Health & Safety)
  • Plan and conduct internal audits across sites and offices.
  • Monitor IMS effectiveness through documented audit programs and performance indicators.

5. Training & Communication

  • Ensure all new employees receive appropriate HSEQ inductions.
  • Ensure relevant HSEQ documentation is issued, understood, and applied by all employees.
  • Deliver and cascade updates on policies, procedures, and system changes to all relevant staff.
  • Support department managers with HSEQ input for tenders, audits, and prequalification questionnaires.

6. Documentation & Continuous Improvement

  • Develop, review, and update HSEQ policies, procedures, manuals, and records.
  • Promote continual improvement through performance monitoring, audits, and management reviews.
  • Maintain accurate HSEQ records and databases.

7. Insurance & External Interface

  • Assist the General Manager in managing the company's insurance portfolio.
  • Support external audits, inspections, and client compliance requirements.

Qualifications & Experience

Essential:

  • NEBOSH General Certificate (minimum).
  • Willingness to work towards NEBOSH Diploma level.
  • Minimum 5 years experience in Health & Safety / HSEQ management.
  • Strong knowledge of current health, safety, and environmental legislation.
  • Working knowledge of ISO 9001, ISO 14001, and ISO 45001.
  • Strong leadership, communication, and organizational skills.
  • Computer literate.

Desirable:

  • Environmental Management training and/or willingness to work towards IEMA membership.
  • Shipbuilding or marine industry experience as an HSE / Safety Manager.
  • Experience operating within ISO-certified management systems.

Safety Responsibility

You are responsible for ensuring that you and all employees under your control work safely and comply with all current and relevant health, safety, and environmental legislation.

You are responsible for ensuring that employees implement safe systems of work according to PMG procedures.

You are responsible for ensuring your own safety and that of the employees under your control, and of visitors and the general public when on PMG property.

You must adhere to all criteria contained within the PMG IMS, the PMG Staff Handbook, the Safety, Health, and Environment Handbook, and the Drivers Handbook.

You must adhere to all criteria relating to the Company's Substance Misuse policy.

You must ensure that accidents, incidents, and near misses involving you or staff under your control are reported and recorded, and that the accident book is completed promptly.
