Health Safety Environment Supervisor

POSITION SUMMARY

Goldwind Thailand is seeking an HSE Supervisor to lead on-site HSE management for wind power projects in Prachuap Khiri Khan and Chumphon. The successful candidate will be assigned to one of the two project sites based on project requirements and candidate suitability.

This is a local-hire contract position in Thailand. Applicants must currently reside in Thailand, be legally authorized to work in Thailand without employer sponsorship, and have professional working proficiency in Thai. Working English is required.

KEY RESPONSIBILITIES

• Lead the implementation of project HSE plans, procedures, site rules, and applicable Thai HSE laws, regulations, and standards.

• Supervise site HSE activities for civil construction, wind-turbine special transportation, heavy lifting, installation, testing, and commissioning.

• Review and control HSE documents, including method statements, Permit to Work (PTW), Job Safety Analysis (JSA), Risk Assessments, lifting plans, inspection records, and contractor submissions.

• Supervise contractors and subcontractors, monitor compliance, and ensure timely close-out of unsafe acts, unsafe conditions, and corrective actions.

• Plan and conduct safety inductions, Toolbox Talks, pre-task briefings, site inspections, safety meetings, and HSE campaigns.

• Lead incident and near-miss reporting, investigation, root-cause analysis, corrective-action follow-up, and lessons-learned communication.

• Monitor high-risk activities and apply stop-work authority when an imminent or serious risk is identified.

• Coordinate emergency-response planning, drills, internal audits, client inspections, and regulatory or project HSE reviews.

• Maintain HSE records, statistics, dashboards, and weekly and monthly reports for Project Management.

• Coach site teams and contractor personnel to strengthen safety awareness and a proactive HSE culture.

QUALIFICATIONS AND EXPERIENCE

• 3–5 years of site HSE experience in civil construction, EPC, energy, infrastructure, wind power, or engineering projects.

• Demonstrated experience supervising site HSE activities and contractor or subcontractor safety performance.

• Strong knowledge of Thai construction-related HSE laws, regulations, and standards.

• Knowledge of HSE requirements for wind-power special transportation, heavy lifting, and turbine installation is strongly preferred.

• Practical experience with PTW, JSA, Risk Assessment, site inspections, incident investigation, audits, and corrective-action management.

• Strong capability in HSE document preparation, review, control, and reporting.

• Relevant Safety Officer, Occupational Safety, or HSE certification is preferred.

• Professional working proficiency in Thai and working English.

• Strong leadership, communication, risk-control, and problem-solving skills.

• Able to work full-time in a construction and wind-power project-site environment.

• Willing to complete a background check in accordance with applicable laws and regulations.

PROJECT ASSIGNMENT AND EMPLOYMENT DETAILS

• Employment Type: Contract

• Prachuap Khiri Khan Project: Approximately 6 months; start ASAP

• Chumphon Project: Ban Khuan, Lang Suan District; approximately 14 months; expected start within 1 month

• Work Arrangement: Full-time, on-site at the assigned project

• Salary: THB 35,000–40,000 per month, depending on experience and qualifications
