The HR Compliance & Services Manager leads enterprise-wide HR governance, labor law compliance, and employee risk strategy across multiple entities. This role shifts HR Compliance from reactive enforcement to proactive risk prevention and business enablement. By integrating policy governance, employee relations intelligence, and regulatory compliance, the role ensures sustainable workforce practices, minimizes legal exposure, and strengthens organizational resilience. The role partners closely with senior leadership, HRBPs, and business leaders to align compliance strategy with business growth and operational scalability.
DUTIES AND RESPONSIBILITIES

Compliance (Strategic Governance):
- Lead HR governance and policy standardization across entities
- Oversee disciplinary and investigation frameworks
- Ensure compliance with labor law and regulatory requirements
- Manage labor inspections, audits, and dispute handling
- Drive compliance risk mitigation and continuous improvement
HR Service (Operational Excellence):
- Manage expatriate processes (visa/work permit)
- Support employee lifecycle compliance
- Provide advisory support to managers and HRBPs
- Support workforce restructuring and employee cases
JOB SPECIFICATION
Education and Experience:
- Bachelor's or Master's degree in HR Management, Political Science, Law, or related field
- 8–12+ years in HR Compliance / Employee Relations
- Experience in multi-entity or complex organization
- Strong experience in investigations and labor law
- Strong interpersonal communication skills
- Excellent communication skills, both written and oral
- Fluent in English communication
