Job Overview
We are seeking a dynamic and experienced HR Manager to establish and lead the Human Resources function for a new large-scale tourism project in Pattaya. This is an exciting opportunity to build the HR foundation from the ground up and support the organization's rapid growth from approximately 20 employees to 500 employees ahead of its planned opening in late 2026.
Reporting directly to the General Manager and working closely with the Headquarters HR Team, the HR Manager will drive both strategic HR initiatives and day-to-day operations while ensuring full compliance with Thai labor laws and company policies.
Key Responsibilities:
HR Strategy & Organizational Development
- Develop and execute the local HR strategy in alignment with business objectives and headquarters direction.
- Establish and continuously improve HR policies, procedures, employee handbook, and HR systems to support organizational growth.
- Lead workforce planning and organizational structure design to support business expansion.
Talent Acquisition & Employer Branding
- Develop and execute recruitment strategies to attract qualified talent across all levels.
- Build and manage hiring channels, including recruitment agencies, universities, campus recruitment programs, and internship partnerships.
- Support manpower planning and hiring initiatives to achieve headcount growth targets.
Learning & Development
- Identify training needs and implement learning and development programs.
- Develop employee onboarding, competency development, and leadership development initiatives.
- Foster a high-performance culture through continuous learning opportunities.
Compensation, Benefits & Performance Management
- Administer compensation and benefits programs in line with market competitiveness and company policies.
- Implement and manage performance management systems and employee evaluation processes.
- Support annual salary reviews, incentive programs, and performance-based initiatives.
Employee Relations & HR Operations
- Build effective internal communication channels and strengthen employee engagement.
- Address employee concerns, grievances, and labor-related matters professionally and proactively.
- Ensure compliance with Thai labor regulations and maintain positive employee relations.
- Oversee HR administration, employee records, personnel documentation, and HR reporting.
Governance, Compliance & Risk Management
- Ensure HR processes and practices comply with Thai labor laws and internal policies.
- Identify and mitigate HR-related risks through effective governance and internal controls.
- Maintain confidential and accurate employee data, payroll records, performance files, and HR documents.
Accommodation & Welfare Management
- Oversee staff accommodation arrangements and employee welfare programs.
- Ensure housing policies are implemented fairly, safely, and efficiently.
Stakeholder & Team Management
- Build and maintain strong relationships with government agencies, educational institutions, recruitment partners, labor service providers, and training vendors.
- Lead, coach, and develop a team of 4-5 HR professionals.
- Support organizational capability building and succession planning initiatives.
Requirements:
Required
- Bachelor's Degree or higher in Human Resources, Business Administration, Psychology, Labor Economics, or a related field.
- Minimum 5 years of HR management experience with exposure to multiple HR functions.
- Strong understanding of HR best practices and end-to-end HR operations.
- Excellent leadership, communication, interpersonal, and stakeholder management skills.
- Strong problem-solving, planning, and decision-making capabilities.
- Proficient in Microsoft Office applications.
- Ability to thrive in a fast-paced and evolving business environment.
- Fluent in Chinese and Thai; English proficiency is an advantage.
Preferred
- Experience establishing HR systems, policies, and processes from scratch.
- Familiarity with Thai Labor Law and HR compliance requirements.
- Experience in hospitality, tourism, retail, service, or fast-growing startup organizations.
- Proven experience supporting large-scale workforce growth and organizational expansion.
