HRD Officer (People Capability & Culture Development)
Role Purpose
To support the development of organizational culture, people capability, organization development and performance management processes by coordinating and implementing initiatives that align employee capability, expected behaviors, performance goals and learning programs with the organization's strategic direction.
Roles & Responsibilities
1. Culture & Organization Development (OD)
- Implement organization culture initiatives aligned with the company's Core Values and strategic direction.
- Plan and execute internal communication activities to build understanding and support the implementation of organization culture.
- Design, develop and produce communication materials and digital content to support organization culture communication.
- Support projects and activities that promote the organization as an innovation-driven organization.
- Coordinate and support the end-to-end Performance Management System (PMS) cycle to connect organizational goals, performance objectives and people development.
- Prepare communication materials, briefing sessions or workshops to build understanding of PMS tools and the Continuous Feedback & Coaching process.
- Monitor, evaluate and summarize project outcomes, and propose recommendations for continuous improvement.
2. People Capability Development
- Execute Learning & Development activities in accordance with the approved development plan.
- Coordinate Competency Gap Analysis and analyze PMS assessment results to support the design of people development plans and business-relevant training programs.
- Coordinate internal and external training programs, including tracking and evaluating learning outcomes through Training Evaluation.
- Support the management of the organizational Learning Academy and the Learning Management System (LMS).
- Apply digital technology and AI to improve work efficiency and organizational learning, including reporting and analysis of People and Organization Capability Data Analytics.
Job Specification
1. Education & Experience
- Bachelor's degree or higher in Human Resource Management, Human Resource Development, Organization Development or other related fields.
- 3 - 5 years of experience in Organization Culture, Internal Communication, Learning & Development, Human Resource Development (HRD), or Performance Management System (PMS).
- Experience in planning and implementing organization culture projects, including coordinating and managing activities that support Core Values activation.
- Experience in people capability development, including needs analysis, development planning, implementation tracking and systematic evaluation.
- Experience in coordinating, tracking and managing HR or people-related data.
2. Knowledge, Skills & Personal Attributes
- Knowledge of Organization Culture, Learning & Development, Change Management, Internal Communication and Performance Management System tools such as KPIs, OKRs and Competency.
- Strong planning, project management and cross-functional collaboration skills.
- Data management and basic data analysis skills to link PMS assessment results with people development plans.
- Communication, presentation and content development skills for internal communication.
- Creative mindset, learning agility and adaptability to change.
- Able to communicate in English at a working level.
