ABOUT THE ROLE
This is a founding HR role. You will establish OTG's human resources function from the very start — designing and building the HR operating model, the Employee Handbook, policies, standard operating procedures (SOPs), forms, and all supporting documentation, while running day-to-day HR operations. Hands-on recruitment delivery is owned by the HR Recruiter, who reports into this role.
KEY RESPONSIBILITIES
HR Setup & Operating Model
• Design the HR operating model, workflows, and responsibility map from scratch.
Handbook, Policy & Documentation (primary focus)
• Produce the Employee Handbook, HR policies, SOPs, people form, contracts and letters, and guides for both employees and managers.
• Maintain structured document versioning, approval, and publication.
HR Process Design
• Build Onboarding / Offboarding (Joiner–Mover–Leaver), leave, payroll, performance review, and benefits processes.
HR Records & Data
• Set up employee records, leave tracking, and training logs (template/manual initially, progressing to an HRIS).
• Manage personal data in line with PDPA and the document retention policy.
Compensation & Payroll
• Build the five-band salary structure.
• Run the monthly payroll cycle (cut-off on the 23rd, paid on the last working day) in coordination with Finance.
Statutory & Labour Law
• Ensure compliance with the Labour Protection Act, Social Security, withholding tax, and provident fund obligations.
• Manage work permit / visa matters for foreign employees, where applicable.
Employee Relations
• Handle discipline, grievances, and employee wellbeing.
HR Reporting
• Define and deliver monthly HR reporting (headcount, joiners and leavers, leave, training).
Recruitment Oversight
• Set recruitment standards and oversee hiring, with the HR Recruiter responsible for hands-on sourcing.

CORE QUALIFICATIONS
• Bachelor's degree or higher in Human Resource Management, Business Administration, Law, Psychology, Political Science, or a related field.
• 4–6+ years experience in HR Management / HR Generalist roles.
• Proven track record producing employee handbooks, HR policies, SOPs, and people documentation.
• Strong working knowledge of the Labour Protection Act, Social Security, and PDPA.
• Hands-on experience with payroll and compensation structures.
• Systematic, detail-oriented documentation skills with a strong sense of confidentiality.
• Working-level English (international, multi-entity group).
PREFERRED QUALIFICATIONS
• Experience setting up a company's HR function from the ground up / startup environment.
• Background in financial services, brokerage, or fintech.
• Professional HR certification.
