HR Operations Manager – Bangkok Office, Hybrid.
Role Purpose
We are seeking an experienced, hands-on HR Operations Manager to lead end-to-end HR and administrative operations in Thailand while providing operational oversight across Thailand. The role is responsible for compliant, efficient and people-centered processes, dependable employee support and accurate administration across the employee lifecycle.
The successful candidate will provide leadership and performance oversight to team members, represent the organization in official and administrative matters, and partner closely with the HR Director, business leaders, global teams and external providers.
Key Responsibilities
• Provide leadership, coaching and performance oversight to HR and administrative team members, setting clear priorities and ensuring reliable service delivery.
• Represent the organisation in official and administrative matters, coordinating with government authorities, external partners and other relevant stakeholders.
• Oversee the end-to-end employee lifecycle from accepted offer through onboarding, probation confirmation, contractual changes, internal mobility and offboarding.
• Supervise employment documentation, background verification, joining formalities, employee records, HRIS data and onboarding controls, ensuring accuracy, confidentiality and audit readiness.
• Oversee employee administration, including HR systems access, insurance, provident fund, employment documentation, expatriate visa and work permit arrangements, and other employee-related processes.
• Ensure compliance with international standards and local regulatory requirements across Thailand, including ISO 27001, TISAX, SOC 2, BOI, Revenue Department, Labour Department, and welfare committee reporting.
• Oversee benefits programmes, including insurance, enrolments, renewals, claims coordination and employee support, ensuring timely and compliant administration.
• Coordinate government filings, licences, permits, statutory registrations and official correspondence; track deadlines and escalate compliance risks or process gaps promptly.
• Oversee facilities and office management, including office services, vendors, workplace readiness, assets, supplies and operational logistics.
• Supervise payroll inputs and reporting review, working closely with external payroll and accounting providers to validate outputs, support reconciliations and resolve queries.
• Monitor HR, compliance, payroll, administration and operational reports; identify trends, ensure corrective actions and escalate matters requiring leadership attention.
• Support employee-relations matters by guiding routine case management, documenting issues, assisting investigations and maintaining strict confidentiality.
• Drive employee engagement, retention and internal communication initiatives, including employee activities, organizational culture programmes and engagement events.
• Drive the implementation and local adoption of global HR policies, procedures, systems and employee programmes; identify opportunities to standardise, simplify and automate operations.
• Collaborate with other departments as required to support effective business and operational objectives.
Candidate Profile
• Minimum 5 years of progressive HR operations and administration experience, including experience leading or supervising team members, preferably within a technology, consulting or multinational organization.
• Strong practical knowledge of employment, labour, payroll, welfare and regulatory requirements in Thailand
• Demonstrated experience managing the full employee lifecycle, government coordination, benefits, office administration and external payroll or accounting providers.
• Knowledge of ISO 27001, TISAX and SOC 2 control environments, with the ability to maintain documentation and support audit readiness.
• Excellent written and spoken English, with the confidence to lead meetings, prepare professional correspondence and engage effectively with employees, leaders, authorities and international stakeholders.
• Ability to make sound day-to-day decisions, manage competing deadlines and escalate significant legal, employee-relations, financial or business risks appropriately.
• Strong attention to detail, organisation and follow-through, with the ability to oversee recurring compliance, payroll and operational reporting cycles.
• High level of integrity, discretion and professionalism when handling personal data, sensitive employee matters and confidential organisational information.
• Strong employee-service mindset, people leadership capability and clear, respectful stakeholder communication.
• Good working knowledge of Microsoft Excel and experience reviewing HR, payroll, compliance and HR financial reports.
• Experience using an HRIS; knowledge of SAP SuccessFactors is an advantage.
• Bachelor's or Master's degree in Human Resources, Business Administration or a related field.
• Experience with compensation benchmarking and compensation management is a plus.
Working Model and Collaboration
• The role is based in Bangkok and follows a hybrid working model, with 2–3 days per week working from the office.
• Office attendance should remain aligned with business needs, employee support, government coordination and key operational activities.
• The role follows standard Thailand working hours, with flexibility to maintain effective collaboration with the HR Director and international teams when required.
• The position supports HR and administrative operations across Thailand. It does not include recruitment or candidate selection; ownership begins after the candidate accepts the employment offer.
