Job Purpose
Lead the IT strategic planning, project portfolio governance, and enterprise architecture direction for the organization. This role owns the IT project roadmap and ensures it is aligned with organizational strategy, procurement planning, and approved budget; sets enterprise technical architecture standards; and leads technology vendor selection and negotiation — in line with the CIO's direction for the IT Strategies & Governance function. Works closely with IT Security, IT Infrastructure, IT Application, and IT Excellence & Client Support to ensure strategy and architecture decisions support their operational needs.
Job Responsibility
- IT Strategy & Roadmap: Set the IT strategic direction and multi-year project roadmap, aligned with business objectives, procurement planning, and approved budget.
- Project Portfolio Leadership: Lead the IT Project Manager to prioritize, sequence, and track the project portfolio against roadmap commitments and budget.
- Enterprise Architecture Direction: Direct the IT Solution Architect in defining and maintaining enterprise architecture standards that keep IT flexible for future business needs.
- Procurement & Vendor Strategy: Direct the IT Procurement function on vendor selection, negotiation, and contract management, ensuring transparent, cost-effective (TCO) outcomes.
- Budget Ownership: Own IT budget execution and cost planning across the team.
- Governance & Risk Coordination: Partner with the IT Security team on governance, risk, and audit matters that intersect with architecture and procurement decisions.
- Reporting & Stakeholder Communication: Report roadmap, budget, and governance status to the CIO and key stakeholders.
- Delegated Decision Authority (per CIO direction):
- Prioritization of IT projects within the approved budget and roadmap.
- Definition of enterprise technical architecture standards.
- Negotiation and technical selection of vendors and solutions.
Job Qualification
- Bachelor's degree (or higher) in Computer Engineering, Computer Science, Information Technology, or a related field.
- Fluent in Thai
- Minimum of 8 years of relevant experience in IT strategy, project/portfolio management, enterprise architecture, or IT procurement, including managing a team of around 2-3 direct reports.
- Proven experience managing IT project portfolios, roadmaps, and budgets aligned to business strategy.
- Experience in IT procurement, vendor negotiation, and contract management.
- Strong understanding of enterprise architecture frameworks (e.g., TOGAF) and IT standardization practices.
- Working knowledge of IT governance, risk, and compliance concepts, with the ability to partner effectively with the IT Security team.
- Certifications such as PMP, TOGAF, or PRINCE2 are advantageous.
- Industry Knowledge: Experience in the Insurance or Financial Services industry will be beneficial.
