Job Purpose:
Drive and manage end-to-end Human Resources operations with a strong focus on mass recruitment and payroll management, ensuring alignment with the company's strategies, compliance with labor laws, and support for business growth.
Main Responsibilities
Human Resources Planning
- Oversee manpower and headcount planning to meet budget and operational needs, ensuring sufficient staffing levels across all outlets and functions.
- Partner with stakeholders to provide HR insights and data that support effective decision-making.
- Support the HR Director with other assigned duties.
Mass Recruitment
- Lead and manage the full-cycle recruitment process, with a focus on high-volume hiring for frontline and operational roles in food retail.
- Develop effective recruitment strategies and pipelines to ensure timely placement of qualified candidates.
- Coordinate and monitor recruitment channels, job fairs, and partnerships to build a strong talent pool.
- Oversee and directly manage recruitment for managerial and above positions when required.
Payroll & Compensation
- Oversee the accuracy and timeliness of monthly payroll processing, including related statutory requirements (e.g., tax, social security).
- Ensure proper maintenance of payroll records, compliance with legal regulations, and internal control standards.
- Administer employee benefits programs and advise management on competitive and cost-effective options.
- Conduct salary surveys and monitor market competitiveness to support compensation structure.
Employee Relations & Engagement
- Support initiatives to strengthen employee relations, communication, and engagement at all levels.
- Provide guidance on labor law compliance and handle employee relations matters to mitigate risks.
- Coordinate staff engagement activities such as monthly meetings, staff events, and CSR initiatives.
Organization Development & Onboarding
- Ensure structured onboarding for new hires, especially operational and frontline staff, to accelerate readiness and retention.
- Support career development initiatives, succession planning, and performance management systems.
HR Information Systems (HRIS)
- Manage HR systems to ensure accurate employee data for payroll, headcount reporting, and recruitment tracking.
- Provide HR analytics and reports to management for workforce planning and decision-making.
Qualifications
Qualifications:
- Minimum 5 years of HR experience, with at least 2 years specializing in payroll and mass recruitment.
- Bachelor's degree in Human Resources Management or a related field.
- Strong knowledge of payroll systems, HR best practices, and labor laws.
- Experience in high-volume hiring and managing HR operations for multi-site businesses (retail, F&B, or similar) is highly desirable.
- Excellent organizational, communication, and stakeholder management skills.
- Proactive, detail-oriented, and able to work in a fast-paced environment.
- Proficient in both written and spoken English.
