The Head of Project Management leads the planning, execution, and delivery of Electric Vehicle (EV) charging infrastructure projects across Thailand. This role ensures projects are delivered safely, on time, within budget, and in compliance with regulatory and technical standards, while working closely with internal teams and external stakeholders to support network expansion and deliver a reliable charging experience.

Responsibilities

Project Management Framework

  • Lead the development and implementation of project management processes, best practices, and governance frameworks;
  • Develop project implementation plans, schedules, budgets, and resource allocation;
  • Ensure projects are delivered on time, within budget, and according to quality standards;
  • Develop standardized project documentation and reporting;
  • Track project milestones and critical paths;
  • Manage project risk registers and mitigation plans.

Requirements & Panelship Sourcing

  • Define project requirements and drive panelship sourcing strategies.

End-to-End Project Execution

  • Lead project execution across vendors, costs, integration, and acceptance to ensure on-time, on-budget, on-spec delivery and the end-to-end delivery of Electric Vehicle (EV) charging station projects nationwide.

Asset Design & Engineering

  • Shape and engineer assets to meet regulatory standards while optimising cost efficiency.

Monitoring & Compliance

  • Drive monitoring and control to ensure compliance with defined project governance requirements and project quality;
  • Oversee Engineering, Procurement and Construction (EPC) contractors throughout construction and installation activities;
  • Monitor construction progress, quality, safety, and project costs;
  • Resolve project issues, risks, and delays proactively;
  • Ensure compliance with engineering specifications and construction standards;
  • Conduct site inspections and project acceptance before commissioning.

Stakeholder Engagement

  • Act as liaison with councils, authorities, and agencies, including Metropolitan Electricity Authority (MEA), Provincial Electricity Authority (PEA), local authorities, landlords, Engineering, Procurement and Construction (EPC) contractors, and internal stakeholders.

Advertising Project Management

  • Lead project execution for advertising-related assets and initiatives.

Vendor & Contractor Management

  • Select and evaluate Engineering, Procurement and Construction (EPC) contractors;
  • Develop contractor performance Key Performance Indicators (KPIs);
  • Conduct contractor performance reviews;
  • Negotiate project delivery schedules.

Regulatory & Compliance

  • Ensure compliance with Energy Regulatory Commission (ERC) regulations, Provincial Electricity Authority (PEA) / Metropolitan Electricity Authority (MEA) requirements, local authority approvals, and building regulations;
  • Ensure adherence to electrical safety standards, environmental requirements, and occupational health & safety standards.

Requirements

  • Bachelor's or Master's degree in Engineering, Project Management, or related field;
  • 10–15 years experience in project management, delivery, or engineering roles; mobility, energy, or infrastructure experience preferred;
  • Leadership capabilities including team development, coaching, and cross-functional influence;
  • Ability to lead effectively in ambiguity and dynamic environments, work under pressure and tight timeline, making sound decisions with incomplete information;
  • Very good communication in Thai and English
  • Be able to travel and work in/out of Bangkok as assigned
  • Strong leadership, stakeholder management, and governance skills.
  • Strategic thinker, results-driven, and able to lead in ambiguity.
