Job Description

Medlog, Bangkok Barge Service Co., Ltd. (BBS)is seeking a proactive and dedicated Marine Safety Manager to join our team. This role is responsible for developing, implementing, and overseeing comprehensive heath, Safety, Security, and Environment systems (HSSE) to ensure strict compliance with all relevant regulations and standards. The ideal candidate will promote a strong safety culture and provide strategic guidance to the leadership team.

Summary

To work with GM of BBS to promote and improve the overall HSSE culture and performance, develop, and monitor the KPIs of the assigned entities to meet or exceed company's established operating, safety / sustainability and other objectives/KPIs. Assist senior management of BBS on medium & long-term developing plan to achieve business growth.

Key Responsibilities

  • Advise company leadership/ general management on all environmental, health and safety aspects.
  • Implement environmental, health and safety standards, policies, and guidelines to ensure company operations are meeting the prevailing environmental and occupational health and safety applicable laws, regulations and standards, as well as Company headquarter requirements.
  • Further develop awareness and safety culture throughout the organization to ensure safety practices are consistently implemented and maintained in the organization, with a zero work-related injury objective.
  • Facilitate site HSSE Committee and toolbox meetings.
  • Safety Inspections & Audits: Perform regular checks on barges, equipment, and hazardous materials to ensure compliance with international maritime standards.
  • Perform regular checks on barges, equipment and hazardous materials handling to ensure full compliance with international maritime laws, local flag state regulations and regional trading area standards.
  • Ensure barge owners maintain vessel integrity and personnel qualifications in accordance with legal and industrial standards
  • Proactively identify operational risks and implement robust preventive measures.
  • Investigate incidents and near misses, determine root causes, and oversee the execution of corrective measures.
  • Ensure relationships and report to HSSE relevant authorities as required.
  • Prepare and communicate HSSE periodic reports and HSSE programs, including monthly HSSE performance reporting to headquarters and regional office.
  • Ensure all operations adhere to MARPOL and local environmental protection standards
  • Collaborate with the Barge Planner to ensure safety protocols are embedded into day-to-day operations through continuous safety awareness initiatives and cultural alignment.
  • Coordinate with terminal operators to ensure berthing, loading, and discharging operations are conducted within safe parameters.
  • Any HSSE-related assignment is deemed fit and necessary by the Management according to the company strategic priorities.

Key Experience & Qualifications

  • Possess at least a bachelor's degree in occupational safety and health or equivalent
  • Minimum 5 years experience in the HSSE position in the marine or offshore industry, preferably with MNC background
  • Familiar with local occupational health & safety legal requirements
  • Extensive knowledge of environmental regulations and policies
  • Experience in handling HSSE related incidents from reporting, follow-through, insurance claims, to improvement action plans, etc.
  • Understand the transport industry and able to relate with shipping company and other associated industry managers.
  • Excellent analytical and problem-solving skills
  • Excellent written and verbal communication skills
  • Excellent organizational skills and attention to details
  • Proficiency in English

Key Competencies & Skills

  • Experience in cost and productivity optimization through process optimization, as well as design and implementation of new operation procedures
  • Knowledge of maritime safety standards (e.g., IMO/SOLAS, STCW, MARPOL, ISM Code, and specific Flag State requirements).
  • The ability to enforce safety rules with barge owners and crews without creating hostility.
  • Possess good leadership, achieve cooperation and collaboration among all functions.
  • Good communication skills with ability to communicate across the organization.
  • Good presentation, interpersonal, and customer service skills
  • Incident investigation techniques
