Job Highlight

The Monitoring and Evaluation Senior Officer will be an integral part of UNOPS efforts to address critical health needs in Myanmar and those which impact regional and global health security. The initiative aims to help poor and vulnerable people especially from the conflict affected areas for improving access to quality health services.

Role Purpose

Under the supervision of the Programme Management Specialist, the Monitoring and Evaluation Senior Officer is responsible for the following:

Functions / Key Results Expected

Grant Management

  • Monitor and analyze implementing partners performances with reference to set indicators and targets and propose any actions that may be necessary including termination or adjustments to grants to ensure compliance with the policy and priorities of the Fund
  • Conduct field visits and Routine Data Quality Assessments (RDQA) to ensure that reported data is accurate and in line with standard indicators, work plans and log frames
  • Provide effective feedback and support to implementing partners on their performance and data quality and follow-up as necessary
  • Build capacities of implementing partners in monitoring and evaluation
  • Organize meetings, workshops and other discussion forums with implementing partners to establish a dialogue on monitoring and evaluation results (recommendations/ lessons learned/feedback) and issues
  • Review the submitted reports of implementing partners, analyze findings, develop recommendations and prepare follow up action plans

M&E System Development, Strengthening and Operationalisation

  • Lead the process of design, implementation, simplification and improvement of monitoring and evaluation frameworks, policies, tools and processes
  • Develop and/or modify indicators, operational definitions and guidance notes in line with activities and responses including public health interventions, thematic diseases and emergency and humanitarian responses
  • Lead the development and maintenance of databases of all funded projects
  • Support implementing partners to develop M&E activities, targets and log frames

Reporting and Strategic Information

  • Review and clear of technical and financial reports of IPs focusing on data quality and M&E activity implementation and supporting IPs for quality improvements
  • Conduct data verification, compilation and analysis processes to measure progresses and achievements according to the M&E plan
  • Draft bi-annual achievement and narrative reports and/or case studies that highlight key

developments in the areas for reporting

  • Support the Programme Management Specialist and Programme Manager with information and assistance in establishing and maintaining overall reporting systems as per donor requirements
  • Provide strategic information to the Programme Management Specialist and Programme Manager in investment decision making
  • Support various external /internal assessments, evaluations and data requests

Coordination

  • Foster internal coordination, planning and learning by organizing learning and planning sessions, documenting best practices and supporting internal programme linkages and planning processes
  • Attend relevant coordination meetings at all levels, to ensure the activities funded meet needs and avoid duplication

Required

Education Requirements

  • A Master's degree in public health, international development, public administration, public policy, political science, or related fields with two (2) years of relevant experience. Preference is given to a medical background. OR
  • A Bachelor's degree with additional four (4) years of relevant experience is considered as equivalent.

Required

Experience Requirements

  • Relevant experience is work in the monitoring and evaluation thematic area of managing grants or projects.
  • Minimum of two (2) years of working experience in the health sector is required
  • Competent in the usage of computers and office software packages including data analysis is required
  • Experience of working sensitively and effectively in a culturally diverse setting is required

Desired

  • Previous experience of working in the health sector of Myanmar is strongly preferred
  • Previous experience with fund management in Myanmar is desirable
  • Strong written and verbal communication skill including drafting policy and programme report is desirable
  • Proven experience of supporting local organizations and ethnic health organizations for M&E system strengthening and capacity development is an asset
  • Strategic planning, including the use of the logical framework approach and other planning activities is desirable
  • Understanding of development aid, health, and humanitarian aid architecture is desirable
  • Experience working in local governance, including local and community based NGOs, traditional governance systems and informal networks is desirable
