Job Description

Job Summary:

Responsible for planning, organizing, directing, and controlling the related Human Capital activities relating to manpower, talent management, employee engagement, people development, compensation and benefits, occupational safety and health, employee services and communication through the provision of sound Human Resource policies, guidelines and business processes.

Job Responsibilities: (Primary Duties, Roles, and/or Authorities)

  • Lead the HC team to ensure smooth and accurate delivery of related functions e.g. recruitment, performance management, training and development, industrial relations, employee services, compensation and benefits administration.
  • Design strategies and formulate tactical plans to achieve the targeted level in talent management, employee engagement and employer branding benchmarks.
  • Develop and implement career succession planning and staff retention processes to reinforce the retention of high-performing talents as well as attracting high potential individuals.
  • Support the organizational business plans to ensure that all established targets are met.
  • Provide the necessary expertise for responding to all employee relation needs of the organization in a timely and effective manner.
  • Ensure that employee programs, affirmative action and activities support the overall objectives of the facility and the organization.
  • Develop reasonable controls, progressive policies, and adequate training programs that when implemented will result in uniform and equitable treatment of all employees and sustain a harmonious environment.
  • Manage and control the departmental expenditure within approved budgets.
  • Serve as a partner with the tripartite alliance, government agencies and business organizations within Tuas and Singapore.

Education and Experience:

  • Bachelor's degree in social science, business administration with minimum 10 -12 years working experience as HR generalist with special emphasis on establishing and maintaining highly employee engaged operations
  • Strong knowledge of recent trends in Continuous Improvement, Human Resources & Employee Relations
  • Possess strong knowledge of Singapore Employment laws and other related legislations
  • Good understanding of labor, employment, wages, affirmative action and occupational safety laws and regulations.
  • Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of task. A wide degree of creativity and latitude is required.
  • Established proficiency in leadership, communication and human management skills.
  • Team oriented with excellent interpersonal and communication skills.
  • Must be proficient in Analytics, facilitation, people and Change management
  • Demonstrates ability to successfully interact with all organizational levels and the public.
  • Demonstrates ability to manage several activities at once, to organize/prioritize work to meet deadlines and to prepare plans and budgets.
  • At least 10 years managerial experience as HR generalist.

Knowledge and Skills:

  • Strong oral and written communication proficiency.
  • Able to communicate well at all levels within the organization.
  • Possess high integrity and good analytic skills.
  • Understanding of labor, employment, wages, affirmative action, and occupational safety laws and regulations.
  • Meeting set goals in overall HC and business metrics.
  • Employee engagement, turnover, and attendance rate per set benchmark.
  • Filling of open positions within set timeline.
  • Overall workforce skills and competency development.
  • Evaluation and development of direct reports.
