ROLE PURPOSE
The Procurement Manager is responsible for developing and executing a developer-led and hybrid procurement strategy that optimizes cost, quality, schedule, and long-term asset value across all project procurement activities. The role focuses on direct procurement and nominated subcontractor approaches for major technical and long-lead packages, supplier relationship management, contract structuring, and international sourcing, while ensuring full compliance with company policies and project requirements.
KEY RESPONSIBILITIES
Strategic & Commercial Procurement
- Develop and implement developer-led procurement strategies for major technical and long-lead packages including elevators, generators, VRF systems, BMS, ELV, and security systems.
- Lead direct procurement and nominated subcontractor sourcing strategies to reduce contractor mark-ups and improve control over technical specifications.
- Negotiate directly with manufacturers and principal suppliers to secure competitive pricing, extended warranties, and fixed maintenance terms.
- Establish and maintain a robust supplier and manufacturer database in Thailand and internationally, including China.
- Evaluate make-or-buy and direct sourcing opportunities for faade systems, sanitary ware, finishes, lighting, and parking systems.
Technical & Operational Procurement
- Manage procurement planning, tendering, evaluation, and award processes for materials, equipment, and services.
- Coordinate long-lead item schedules with project teams to mitigate supply-chain risks and programme delays.
- Ensure all procured items meet approved technical specifications, quality standards, and regulatory requirements.
- Work closely with QA/QC, Engineering, and Project Management teams to ensure technical compliance and timely delivery.
International & China Sourcing
- Lead direct sourcing initiatives from China, including factory selection, supplier vetting, quality assurance, logistics coordination, import procedures, and warranty management.
- Manage overseas supplier relationships to ensure quality, compliance, and lifecycle support.
Commercial & Contract Management
- Structure procurement contracts aligned with direct procurement and nominated subcontractor models.
- Negotiate commercial terms, warranties, after-sales service agreements, and lifecycle maintenance arrangements.
- Coordinate with Project Finance and Accounting for payment certification, cash-flow planning, and supplier compliance.
Market Intelligence & Governance
- Monitor market pricing trends, supply risks, and technological developments in construction materials and MEP systems.
- Ensure procurement activities comply with internal governance, policies, and applicable regulations.
- Provide procurement risk assessments and commercial recommendations to senior management.
REQUIRED QUALIFICATIONS
Education
Minimum: Bachelor's degree in Business Administration, Engineering, or a related discipline.
Preferred: Civil, Mechanical, or Electrical Engineering background.
Experience
Minimum 10 years of procurement experience, with substantial exposure to construction or real estate development projects.
Proven experience in direct procurement, nominated subcontractor arrangements, and long-lead technical packages.
*Demonstrated experience in international sourcing, preferably including China.
