Procurement Manager (Greenfield Project)

Role Overview
We are seeking a highly capable Procurement Manager to lead sourcing and supply chain setup for a newly established manufacturing plant (Greenfield project) in Thailand.
This role will play a pivotal part in building procurement operations from the ground up - including supplier sourcing, system setup, cost structure design, and ensuring supply readiness before plant operations go-live.
The successful candidate will also have the opportunity to participate in overseas training programs and work closely with global teams during the plant setup phase.
Key Responsibilities
Greenfield Setup (Critical Focus)
- Lead procurement setup for a new manufacturing plant (0 1)
- Design and implement procurement processes, policies, and workflows
- Establish vendor database, sourcing strategy, and contract structure
- Work closely with engineering and project teams during plant construction phase
- Support equipment sourcing, CAPEX procurement, and contractor management
Strategic Sourcing & Procurement
- Develop sourcing strategies for both:
- Direct materials (raw materials, components)
- Indirect materials (equipment, MRO, services)
- Identify and onboard local and international suppliers
- Lead negotiation on pricing, contracts, and commercial terms
Supplier Network Development
- Build a strong supplier ecosystem to support long-term operations
- Qualify and evaluate suppliers (quality, delivery, compliance)
- Drive localization strategy where applicable
Supply Chain Readiness & Risk Management
- Ensure procurement readiness aligned with plant commissioning timeline
- Develop contingency plans to mitigate supply risks
- Monitor global supply market and pricing trends
Cost Control & Governance
- Define cost structure and procurement budget for new operations
- Drive cost optimization and value engineering initiatives
- Ensure compliance with corporate procurement policies and audit requirements
Cross-border Collaboration & Training
- Work closely with regional/global teams during setup phase
- Participate in training programs overseas (Asia / HQ location)
- Transfer knowledge and best practices into Thailand operations
Team Building
- Support hiring and development of procurement team for plant operations
- Set KPIs and build high-performance team culture
Qualifications
- Bachelor's or Master's degree in Supply Chain, Engineering, Business or related field
- 8-15 years of procurement experience in manufacturing environment
- Proven experience in:
- Greenfield project / new plant setup
- OR significant involvement in plant expansion/start-up phase
- Strong experience in supplier sourcing, negotiation, and procurement system setup
- Experience working with international suppliers / cross-border procurement
- Fluent in English
Preferred
- Background in electronics / PCB / semiconductor / automotive / chemical industry
- Experience in CAPEX procurement / project procurement
- Familiarity with ERP systems (SAP or equivalent)
- Ability to work in fast-paced, ambiguous environment
Mobility Requirement
- Must be open to overseas travel for training and alignment (short-term / project-based)
- Comfortable working in multicultural, international environment
