Technician Capability Center Program Manager (TCC PgM)
1. Engagement Intent and Positioning
The TCC Program Manager will provide Program Management Services supporting Data Center Operations (OpX) programs, specifically driving the operational setup, execution, and ongoing governance of the regional Technician Capability Center (TCC).
The Service Provider will lead cross-functional program delivery for assigned TCC initiatives, with a focus on technical training workflows, technician onboarding readiness, stakeholder alignment, dependency and risk management, and executive-level reporting.
2. Operational Parameters
- Service Location: Thailand
- Language Requirements: Fluency in written and spoken English. Native or business-level fluency in the local regional language (e.g., Thai for Thailand-based roles) is required.
- Service Hours: Standard local business hours.
- Reporting Cadence: Weekly program status; monthly executive summary.
- Tools: Provided program management, collaboration, tracking, and documentation environments (Google Workspace, issue tracking, LMS/training platforms).
3. Core Service Deliverables & Responsibilities
a. TCC Program Planning and Execution
- Develop and maintain program plans, milestones, and delivery roadmaps for regional Technician Capability Center rollouts and operational phases.
- Drive execution against committed milestones for technician training cohorts, lab setup, and facility operational readiness, surfacing dependencies and trade-off decisions to program stakeholders.
- Align curriculum schedules, hands-on lab environments, and safety/compliance certifications for incoming data center hardware technicians and critical facilities staff.
b. Cross-Functional Stakeholder Management
- Align cross-functional contributors and stakeholders—including Data Center Operations (OpX), Environmental Health & Safety (EHS), Quality Assurance, and external staffing vendors (xWF)—to program scope, schedule, and acceptance criteria.
- Maintain stakeholder communication artifacts (bilingual program updates, decision logs, escalation paths) between global leadership and local site teams.
c. Risk, Issue, and Site Management
- Identify, track, and drive resolution of program risks and issues, including facility constraints, hardware/equipment delays, and dependency conflicts.
- Surface material risks and issues to designated Google program stakeholders with recommended mitigations and clear operational impacts.
d. Reporting and Governance
- Produce weekly program status updates and monthly executive summaries in approved formats.
- Maintain TCC program governance artifacts, including RACI matrices, milestone tracking, lab/equipment inventory, and decision history.
- Track core KPIs, including cohort completion rates, onboarding throughput, and site readiness metrics.
4. Key Qualifications
- Experience: 4–7+ years of Program Management (PgM) experience within Data Center Operations, High-Tech Manufacturing, Telecom, or complex infrastructure environments.
- Technical Familiarity: General understanding of data center physical infrastructure (server rack/stack, cabling, power/cooling systems) or technical training/certification operations.
- Language & Communication: Exceptional written and verbal communication skills in English, alongside required local language proficiency (e.g., Thai) to manage local site technicians and stakeholders effectively.
- Governance & Methodologies: Proven track record maintaining project artifacts (RACI, risk logs, roadmaps) and presenting executive-level summaries.
