Responsibilities
- Manage the full project lifecycle of IT projects within the Government (GOV) sector, ensuring delivery within the agreed scope, timeline, quality standards, and budget.
- Work directly with clients, government agencies, and key stakeholders to gather and clarify business requirements and define project scope.
- Develop project implementation plans, allocate resources, and establish appropriate milestones and control points aligned with project objectives.
- Manage project costs, resources, and budgets to ensure delivery efficiency and optimal resource utilization.
- Proactively identify, assess, and manage risks and issues arising throughout the project lifecycle.
- Manage project scope and change requests, assessing their impact on project timelines, resources, and costs.
- Coordinate and manage cross-functional teams, including BA, Developers, QA/QC, DevOps, and other stakeholders throughout project execution.
- Monitor project progress, manage workload, and ensure deliverables are completed according to plan.
- Proactively leverage AI tools to support project planning, documentation management, progress tracking, and project reporting.
- Organize project meetings and provide regular project updates and reports to clients, senior management, and relevant stakeholders.
- Coordinate with clients throughout testing, acceptance, handover, and system go-live activities.
- Participate in solution consulting and recommend suitable implementation approaches based on client requirements.
- Support the development of project plans, proposals, and documentation for bidding and presales activities when required.
Requirements
- Bachelor's degree in Information Technology, Information Systems, Computer Science, or a related field.
- 4+ years of experience as a Project Manager, Product Owner, or in a similar project management role.
- Proven experience working directly with clients and stakeholders throughout project delivery.
- Strong ability to plan and manage project scope, timelines, resources, and budgets.
- Solid understanding of Agile/Scrum, Waterfall, and Hybrid project management methodologies, including when to apply each approach.
- Hands-on experience using AI tools to support project planning, documentation, progress tracking, and reporting.
- Strong communication, negotiation, stakeholder management, and problem-solving skills.
- Ability to work independently, handle tight deadlines, and manage multiple priorities simultaneously.
Preferred
- Experience managing Fixed-Price and project-based engagements, with ownership of project scope, cost, resources, and delivery outcomes.
- Experience managing large-scale and complex IT projects, involving multiple teams, stakeholders, and workstreams.
- Experience delivering projects for Vietnamese/domestic clients, particularly large enterprises, government agencies, or state-owned organizations.
- PMP, PMI-ACP, Scrum Master, or other relevant project management certifications.
