Job Description

Summary of Responsibilities

  • The Senior Technical Purchasing Officer is responsible for leading and executing both general and engineering procurement for CKP group companies, ensuring operational excellence, cost optimization, and alignment with service agreements and CKP Group standards.

Common Responsibilities in SSC

  • Consolidate information and support the Purchasing Technical Manager in preparing reports for subsidiary MDs and relevant stakeholders on procurement planning, operational performance, and key issues.
  • Ensure all procurement activities strictly follow CKP Group standard processes to achieve efficiency, transparency, and compliance.

General Procurement

  • Lead procurement planning and follow up on general procurement activities for assigned subsidiaries.
  • Execute procurement tasks in alignment with the annual budget of each responsible subsidiary.
  • Define procurement scope including item requirements, vendor evaluation criteria, procurement methods, cost estimation, and payment terms.
  • Perform end-to-end procurement operations: purchase requisition screening, vendor management, quotation/proposal management, commercial evaluation, and purchase order issuance.
  • Negotiate with suppliers to ensure the best commercial terms and value for money.
  • Coordinate closely with Store and Logistics teams to plan inventory replenishment and ensure timely delivery.

Sustainable

  • Understand the sustainable procurement framework of CKP Group and gain subject matter knowledge on ESG-environmental, social and governance topics including climate change and human rights etc.
  • Development of suppliers on various sustainability initiatives and provide on-site support.
  • Lead implementation of designated sustainability initiatives with suppliers.

Engineering Procurement (similar to General Procurement plus;)

  • Coordinate with Plant Managers and Plant Engineers to develop annual and regular engineering procurement plans for O&M plants.
  • Develop procurement planning for corrective maintenance and ensure fast, accurate response for emergency maintenance needs.
  • Execute the engineering procurement process
  • Work closely with Inventory & Asset Control teams to plan and procure spare parts and technical materials in alignment with maintenance requirements.

Qualification

  • Bachelor's Degree in Engineering (Mechanical, Electrical, Industrial, or related fields)
  • Minimum 2 year s experience in purchasing.
  • Experiences to use all Microsoft Office products and especially SAP will be advantage
  • Good command in English and computer literacy
  • Able to work permanently in Laos
