Reporting Lines

  • Reports to: Commercial Director & secondarily to Director of Engineering

  • Department: Project Management Office

Role Purpose

The Quantity Surveyor is responsible for preparing cost estimates and support with cost control, quantity schedules, bills of materials, labor, and services required for construction and engineering activities. This role translates design documents into actionable cost and resource plans, enabling the Tendering Department to determine fair tender prices, manage project costs, and perform cost analysis. The Quantity Surveyor ensures efficient cost management throughout the project lifecycle and supports compliance with building legislation, health and safety laws, and contractual obligations.

Key Responsibilities

Strategic & Managerial

  • Support the Commercial Director and Procurement activity in achieving departmental goals and objectives.
  • Prepare periodic reports on section activities and achievements.
  • Participate in the procurement process, ensuring adherence to budget and negotiating to avoid overruns.
  • Ensure compliance with building legislation, health and safety laws, and contractual obligations.
  • Perform other duties as assigned by the Commercial Director or Quantity Surveying Section Head.

Technical & Operational

  • Prepare quantity schedules and bills of materials, labor, and services for construction and engineering projects.
  • Manage project quantities related to materials, equipment, and resources.
  • Forecast project quantities and ensure efficient cost management.
  • Analyze quantities and prepare costing for tenders to anticipate project costs.
  • Prepare estimates for project resources and ensure adherence to relevant laws and obligations.
  • Support with tender and contract documents, including bills of quantities.
  • Conduct feasibility studies to estimate materials, time, and labor costs.
  • Maintain a library of costed projects and source costing data from reliable sources for benchmarking and comparison purposes.
  • Participate in negotiations and prepare bids for tenders and contracts.
  • Perform cost planning to help design teams stay within project budgets.
  • Prepare schedules of quantities to enable fair tender pricing.
  • Conduct cost analysis and manage project costs throughout the project lifecycle.

General Administrative

  • Prepare and submit periodic reports to the Commercial Director.
  • Maintain accurate records and documentation for all quantity surveying activities.

Communication Channels

Internal (Within the Organization)

  • Coordinate with the Tendering team and Commercial Director to provide necessary figures and information for fair tender pricing.

External (Outside the Organization)

  • Communicate with material suppliers to determine material costs for inclusion in tenders.

Knowledge & Experience

Educational Qualifications

  • Minimum: Diploma in Quantity Surveying or a related field

Experience

  • Minimum: 5 years of experience in quantity surveying

Languages

  • Native Thai and Proficiency in written, read, and spoken English
