We are looking for a Regulatory Affair Officer based in Bangkok. This position has the responsibility for planning, overseeing, and executing coordination with all relevant government agencies throughout the project lifecycle, from the pre-bidding stage through construction and commercial operation. The role ensures strict compliance with all Thai laws, regulations, and requirements set by regulatory bodies.

Main Responsibilities:

1. Pre-bidding Phase

  • Technical Documentation Preparation: Prepare and verify technical documents (e.g., SLD diagrams, wind turbine specifications) for submission to the Provincial Electricity Authority (PEA) and Electricity Generating Authority of Thailand (EGAT).
  • Bidding Readiness Oversight:Oversee compliance with Energy Regulatory Commission (ERC) regulations to ensure readiness for the bidding process.
  • Regulatory Updates: Monitor and communicate updates on ERC and EGAT regulations concerning the Power Purchase Agreement (PPA) signing process.

2. Post-bidding Phase

  • PPA Management: Prepare documentation and manage the process for PPA application, approval, and signing.
  • ESG/ESIA Coordination: Coordinate with and support the Environmental and Social Governance (ESG) team in preparing the Code of Practice (COP) and Environmental and Social Impact Assessment (ESIA) reports.
  • Internal Advisory: Advise internal teams regarding changes and updates to relevant Thai government laws and regulations.

3. Construction and Operation Permits Phase

  • Local Permit Processing: Process and apply for necessary local permits, such as the Excavation and Filling Permit ( - .).
  • Main Construction License: Process and submit applications for the main construction license, such as the Construction License for Buildings and Modification of Buildings for Energy Operations ( - .1).
  • Core Operational Licenses: Prepare and submit applications for the essential electricity generation licenses, including the Electricity Generation License and the Controlled Power Generation License ( - .2).
  • Contractor Coordination: Coordinate with the construction contractor to gather necessary documents for permit preparation and submission.

Required skill and experience:

  • Education: Bachelor's Degree or higher in a relevant field such as Law, Political Science, Engineering, or Environmental Science.
  • Additional Knowledge: Expert knowledge of key Thai laws (Energy, Environment, Planning) and power plant licensing processes.
  • Years of Experience: A minimum of 2 years of progressive experience in Government Affairs, Regulatory Compliance, Project Permitting, or a directly related role.
  • Proven Capabilities: Proven experience in obtaining licenses and permits for Renewable Energy projects (e.g., Solar Farms, Biomass). Ability to effectively coordinate with all relevant government agencies (ERC, EGAT, PEA, DTP, SAO). Ability to manage community/environmental matters.
  • Languages/Level: English. Medium/high level.
