Job Description

JOB SUMMARY:

IMPACT Arena is a 12,000 pax Arena and has over twenty-five years of history holding global acts and concerts, conferences, sporting events and local performances. This busy hub within the larger Impact precinct, has up to 60 major events a year with over 600,000 people attending events.

The Risk and Safety Manager will lead the development, implementation, and management of comprehensive health, safety, and risk management programs to ensure a safe, compliant, and well-prepared environment for all employees, patrons, and stakeholders at IMPACT Arena one of Thailand's premier entertainment venues.

This role is responsible for conducting thorough risk assessments, developing and enforcing safety policies and procedures, and coordinating safety training programs tailored to the entertainment and events industry. The Risk and Safety Manager will also ensure full compliance with Thai occupational health and safety laws, including standards set by the Department of Labour Protection and Welfare (DLPW), local fire authorities, and public safety regulations.

By promoting a strong safety culture and proactive risk management, this role plays a vital part in ensuring that IMPACT Arena remains a safe, compliant, and enjoyable venue for guests and employees alike.

This position reports to the Head of Event Operations.

Key Responsibilities

1. Health & Safety Strategy and Compliance

  • Develop and implement a comprehensive venue safety and risk management plan in line with Thai labor laws, DLPW standards, and international best practices.
  • Ensure all working practices comply with Thailand's Occupational Safety, Health and Environment Act, Labor Protection Act, Fire Safety Regulations and Environment Control requirements.
  • Conduct regular reviews of safety policies, procedures, and standards to ensure continued effectiveness and compliance.
  • Liaise with government authorities, emergency services, and inspection bodies to maintain compliance and secure all required permits.

2. Risk Assessment and Hazard Control

  • Conduct thorough risk assessments across event operations, technical setups, crowd management, and venue facilities in accordance with the Occupational Safety Health and Environment Act B.E 2554 (2011)
  • Identify, evaluate, and mitigate hazards associated with event operations, maintenance, and guest activities.
  • Develop and implement safe working procedures (SWPs) and emergency protocols for all departments.

3. Training, Communication & Safety Culture

  • Organize and lead health and safety training programs such as work place safety, risk prevention, fire evacuation and emergency response for employees, contractors, and event partners.
  • Develop safety communication materials such as posters, newsletters, and toolbox talks to promote awareness.
  • Foster a proactive safety culture across teams, ensuring all staff understand their responsibilities under Thai safety regulations.

4. Incident Management & Reporting

  • Record, investigate, and analyze all accidents, near misses, and unsafe conditions.
  • Produce detailed incident reports with root cause analysis and recommendations for corrective action.
  • Maintain accurate records of safety inspections, training sessions, and audits for internal and external review.

5. Emergency Preparedness & Crisis Response

  • Develop and maintain emergency response and evacuation plans in line with Thai public safety requirements.
  • Coordinate with local fire, police, and medical authorities to ensure readiness for all event types.
  • Lead safety briefings for large-scale concerts, exhibitions, and events, including crowd management and emergency drills.

6. Equipment & Environment Safety

  • Ensure all event and venue equipment is installed, operated, and maintained safely.
  • Oversee the safe handling, storage, and disposal of hazardous materials (chemicals, cleaning agents, pyrotechnics, etc.).
  • Advise management on fire safety, noise control, occupational health risks, and related environmental issues.

Qualifications & Requirements

  • Bachelor's degree in occupational health and safety, Environmental Science, Industrial Engineering or a related field.
  • Certified Safety Officer License (at least at Professional Safety Officer level) as recognized by the Department of Labor Protection and Welfare (DLPW).
  • Additional certification including First Aid/CPR, Emergency response certification, Fire Safety or fire Marshall training, Risk assessment/safety audit certification, Environmental, Health and safety (EHS) management training or Crowd Management training is highly desirable.
  • Minimum 57 years of experience in safety management, preferably within entertainment venues, event operations, hospitality, or large public facilities.
  • Strong understanding of Thai labor laws, health and safety regulations, and local compliance procedures.
  • Experience conducting risk assessments, audits, and safety training programs.
  • Strong communication skills in both Thai and English, with the ability to present safety concepts clearly to staff and management.
  • Excellent organizational, analytical, and problem-solving abilities.
  • Physically fit, able to perform on-site inspections and stand for extended periods.
  • Flexible and willing to work evenings, weekends, and public holidays during events or emergency situations.
