Your key responsibilities include:
Management of Grant Scheme
Preparation:
- To participate and contribute to the design of the scheme format, theme (national healthcare priorities and key interest areas) and timeline within the scope and objective of the grant scheme for grant approval.
- To ensure the scheme does not duplicate or overlap with other existing grant schemes within the organisation and national schemes.
- To support in ensuring the appropriate funding model, balancing between financial risks and administrative ease, and ensured it is in alignment to what the grant scheme can support.
- To perform procedure to ensure all key documentation and records (i.e. SOPs, grant applications, evaluations, recommendations, approvals, amendment request and reports) are being properly maintained for the minimum retention period and in compliance with Personal Data Protection Act (PDPA).
- To invite and brief the relevant stakeholders (e.g. Management Committee, Reviewers, Funders, Partners) about the grant scheme.
- To arrange and support regular update meetings to senior management and funders.
Application:
- To implement the open call following a standardised application process to ensure a fair comparison of applications and an objective transparent assessment of applicants capabilities and project feasibility against the programme criteria.
- To ensure the intended objectives of the Scheme are met.
- To coordinate with the other institutions/offices for a synchronised procedure to clearly communicate the accurate eligibility and evaluation criteria to all potential applicants.
- To manage the communication with applicants, including acknowledging their submissions, communicating request for clarifications, addressing queries and announcing results.
- To work with the communications teams to draft EDMs and implement publicity plans.
Evaluation, Approval and Award:
- To implement a fair and consistent process, guideline and documentation for evaluating applicants against the established eligibility criteria (e.g. innovativeness, system-wide impact, cost-effectiveness etc).
- To execute and ensure a rigorousness of the selection process, including application review (i.e. eligibility checks/screening etc), evaluation, shortlisting and final selection.
- To organise and support the deliberation meetings of the Management Committee by providing necessary secretarial support to ensure a fair and transparent process.
- To timely announce the outcomes to all relevant stakeholders (e.g. Applicants, Funders etc).
- To execute and ensure the proper signing of funding agreement with clear terms established and project related document (i.e. progress/final reports, amendment request forms, claim forms etc) in alignment with the Scheme requirements.
Programme Monitoring and Closing:
- To implement project monitoring according to the approved procedures and guideline. This includes tracking timely progress/final reports, meetings with presentations and/or site inspections used for performance and financial monitoring, and ensuring documentation of these activities are appropriately maintained.
- To implement and refine the procedure of project monitoring, to ensure that funding terms and conditions are met.
- To monitor progress and budget utilisation of funding, prepare management reports, and track performance and outcomes of the Scheme.
- To identify projects that are slipping behind schedule or that otherwise require additional oversight due to other factors that may have an adverse impact on the full achievement of the project scope (such as unforeseen impediments, or financial factors such as cost increases, particularly where the additional costs are unfunded), efforts should be made to implement plans together with the applicants to bring the progress back on track.
- To implement procedure to seek appropriate authority for deviations such as those relating to project's scope, outcomes/KPIs, timeline, and budget.
- To work with relevant offices to review the outcome of the projects and to check the Return of Interest (ROI) submitted against the final report.
Claim:
- To implement and ensure that claims submitted are (a) accurate, (b) valid, (c) in accordance with the terms and conditions set out in the funding agreement, but not limited to, approved claimable items, approved budget, and qualifying period, (d) reasonable based on costs benchmarks and progress of the projects, such as milestone achieved or percentage completion, and (e) not duplicative.
- To implement and monitor that grants administered are correctly computed, disbursed in a timely manner and directly to the grantee via their institution.
Stakeholder Coordination and Relationship Support
- To maintain relationships with internal and external stakeholders and partners involved in grants and innovation initiatives, including government agencies, innovation partners, internal offices, and collaborating centres.
- To facilitate the transition of successful projects from adoption towards implementation and mainstreaming, by coordinating with relevant stakeholders, and to flag underperforming projects for review.
Management of Cluster-Wide Innovation Efforts
- To help to rally and consolidate organisation-wide innovation efforts, together with key stakeholders and partners such as those mentioned above.
- To demonstrate the effectiveness of the grant scheme in achieving its objectives prior to expiration and that it will continue to be relevant and effective within its proposed renewed programme.
- To support the transition of successful projects from POC and POV stages to wider implementation or stop underperforming pilots.
General
- Act as the responsible member of staff and participate in important events such as fire safety drills and safety audits.
- Any other duties as assigned by management.
Requirements
- Bachelor's degree in biomedical science, Public Health or relevant field.
- Preferably at least 3 years of relevant experience, particularly in grants and programme management/administration in healthcare, and/or public sector funding.
