Job Description

Job Purpose

Responsible for Project Governance and Standards, Portfolio Management, Stakeholders Management and Reporting, Resource Management, Project Documentations and Financial Management

Key Accountabilities

Project Governance and Standards

  • Establish project governance framework, digital project investment framework with adherence to policies and strategy of organization.
  • Standardize and develop project management framework, guidelines, procedure, best practices, standard project templates, tools, and user manual.
  • Assist in digital use case development and project feasibility study. Provide consultations to business users, project leads and team members about project governance, investment, and related processes during project execution.
  • Identify opportunities and lessons learned for improving project governance, project investment process, project management and practices.

Portfolio Management, Stakeholders Management and Reporting

  • Develop and apply a project management framework, project prioritization framework to define and deliver a portfolio of digital projects/programs.
  • Track and monitor overall project portfolio including e.g., budget, benefit, timeline, performance indicators and target (KPIs) etc.
  • Generate regular project status reports and dashboards for stakeholders.
  • Escalate critical risks and issues to senior management when necessary.
  • Facilitate communication and collaboration among project stakeholders when necessary.

Resource Management

  • Assist in resource allocation and capacity planning for projects and digital transformation teams.
  • Maintain resource allocation records and assist in resolving resource conflicts.
  • Monitor resource availability and utilization and assist in resolving resource constraint issues.
  • Develop and execute manpower framework including e.g., staff recruitment process, procurement process, performance evaluation process, contract renewal etc.

Project Documentations

  • Establish and maintain a centralized repository for storing project documentation including project charters, plans, project progress report, project deliverables according to IT standards.
  • Ensure project documents have been accessed by specific persons according to the agreed user access matrix for data security purposes.

Financial Management

  • Assist in digital budget reservation according to digital strategy and roadmap on yearly basis.
  • Monitor and control budget spending to ensure that the budget is sufficient and will be utilized as planned.
  • Provide consultation to team for budgeting and accounting process.
  • Provide reports and clarification on budget forecast and spending to budget team or finance team as per request.

Job Qualifications

  • Bachelor/Master's degree in business-related fields required
  • 5-10 years of experience in Project Management Office (PMO)
  • Strong analytical skill and systematic thinking skill
  • Advanced problem-solving and communication skills
  • Managable resource under limited constraints
  • Data analytic skills with prior experience in handling large complex data sets
  • Advanced skill of visualization and fluent in Power Bi and PowerPoint
  • Keen on portfolio management and be able to develop and enhance governance process and procedure to ensure project implementation will be simplified and well governed
