About The Role

This individual will be part of the procurement team to support end-to-end sourcing and contract management for infrastructure, facilities, construction, and CAPEX-related projects. He/she will work closely with stakeholders to deliver cost-effective, compliant, and value-driven procurement solutions while ensuring timely contract implementation, service continuity, and continuous process improvement.

Key Responsibilities

  • Support the full procurement lifecycle for CAPEX, infrastructure improvement, construction, Addition & Alteration, facilities management and maintenance-related projects, including sourcing strategy, preparation, evaluation, award recommendation and contract establishment.

  • Work closely with internal stakeholders, including project owners, facilities teams, technical users and finance, to understand project requirements, budget considerations, technical specifications, timelines and operational needs.

  • Ensure procurement activities are conducted in a timely, transparent and compliant manner, in accordance with approved procurement policies, governance requirements and project approval frameworks.

  • Manage procurement processes for infrastructure and facilities-related works or services, including market sourcing, proposal clarifications, commercial evaluation, negotiation and documentation of award recommendations.

  • Partner users to drive value-for-money outcomes through effective negotiation, cost benchmarking, demand consolidation, contract optimisation, and innovative sourcing approaches.

  • Monitor contract milestones, renewal timelines, project schedules and procurement lead times to support timely contract establishment and continuity of critical infrastructure, facilities and maintenance services.

  • Actively engage internal users to obtain feedback, resolve procurement or contract-related issues, and identify opportunities for continuous improvement in procurement processes and stakeholder experience.

  • Participate in procurement transformation, process improvement, digitalisation or governance-related projects as assigned by the supervisor.

  • Perform any other duties as assigned by the supervisor.

Requirements

  • Degree in supply chain management, procurement, business administration, quantity surveying, engineering, facilities management, building services, project management or a related discipline.

  • Minimum 5 years of experience. Relevant procurement experience in CAPEX, infrastructure, construction, facilities management, maintenance services and/or Addition & Alteration projects will be advantageous.

  • Good understanding of procurement, contract management, supplier management and governance requirements for works, services and project-related procurement.

  • Ability to review commercial proposals, support proposal evaluation, conduct negotiations and work with technical users on specifications, scope of work and contract requirements.

  • Proficient in Microsoft Office applications and procurement or ERP systems such as SAP or equivalent platforms.

  • Strong verbal and written communication skills, with the ability to engage stakeholders, vendors and cross-functional project teams effectively.

  • Strong analytical, commercial, problem-solving and negotiation skills.

  • Positive working attitude, willingness to learn, and ability to thrive in a collaborative team environment.

  • Ability to work independently in a fast-paced, high-volume environment while managing multiple procurement deadlines and project priorities.
