Responsibilities

  • Liaison with Owner to drive for excellence HSSE management system, policies and HSSE Procedures of all contractors
  • Conduct regular site/facility inspections, risk assessments, and audits to identify hazards and ensure compliance
  • Participate in incident investigations, report findings, and recommend corrective/preventive actions to ensure the timely production of corrective and preventative action plans
  • Communicate accident reports and lessons learned to Contractors
  • Contribute to ensuring that the organisation meets all health and safety legislation objectives and that appropriate risk mitigation/control measures are in place.
  • Provide advice, guidance and support to the organisation with regards to health and safety legislation, issues and compliance together with all applicable Project HSSE requirements, referring to HSSE Manager as appropriate
  • To assist in developing plans for team activities to include health and safety strategy to achieve agreed targets, and effective planning
  • Establish and maintain effective communication and co-ordination between Owner and Contractors
  • Analyze the work to indicate possible dangers, including setting and presenting preventive measures and procedures for working safely to the employer.
  • Collaborate with relevant parties to establish effective audit procedures and review processes, ensuring continuous compliance with HSSE regulations and standards.
  • Monitor all Contractor HSSE programs and advise the Construction Leads, Discipline Superintendents/Supervisors, Field Engineers and Pre-Commissioning Engineers of any shortfalls and provide specialist support
  • Monitor worksite HSSE objectives and periodically report to the HSSE Manager on performance and at all times shall have the full support of Owner and Contractor Senior Managers and all personnel employed on the Project
  • Professionally intervene substandard behaviors, process, standard, or practices
  • Provide support and oversight for commissioning activities, ensuring the effective implementation of safe working practices

Qualifications

  • Bachelor's degree in public health (Occupational Health and Safety) or Professional certificate of safety officer by Ministry of Labour or NEBOSH certified (The National Examination Board in Occupational Safety and Health)
  • Minimum 15 years substantial experience in a HSSE role in Live Plant, Greenfield and Turnaround / Revamp work for Oil & Gas, Refinery, Petrochemical, Power Plant, Construction or others similar type of plants
  • Leadership with ability to drive team and project HSSE management skills
  • Ability to work under pressure, multitask, prioritize assignments, and maintain thorough follow-up to meet deadlines
  • Has substantial level of skill and experience in applying worksite HSSE plans in regard to HSSE work practices and other HSSE procedures, standards requirement for worksite
  • Has MOST knowledge of Project Monthly and Weekly Construction Report content Understands the need for timely, concise, and accurate reporting of HSE performance statistics
  • Good HSSE awareness and commitment including skill and knowledge in preparation and review of Method Statement, Job Safety Analysis and Risk Assessment.
  • Excellent interpersonal and communication skills in English (verbal & written)
  • Good knowledge in Thai Law and Legislation related to HSSE
  • Good team leadership in technical, interpersonal and communication skills
