Position Summary
The Executive is responsible for technology evaluation, project development, engineering governance, techno-commercial assessments, tendering, EPC management, operational excellence, and regulatory compliance across Compressed Biogas (CBG) and Bioenergy projects. The role serves as a key interface between engineering, project execution, operations, technology providers, EPC contractors, consultants, clients, vendors, and contractors to ensure successful project development, delivery, commissioning, and performance optimization.
Key Responsibilities
Project Development & Management
- Lead end-to-end development and execution of greenfield and brownfield CBG projects, including scope definition, capacity planning, design basis, budgeting, scheduling, risk management, stakeholder coordination, project governance, engineering, procurement, construction, commissioning, and handover.
Tendering, Procurement & Contract Management
- Prepare and review RFQs, RFPs, tender documents, technical specifications, scope of work documents, and bid evaluation criteria.
- Lead technical and commercial bid evaluations, vendor qualification, EPC capability assessments, techno-commercial negotiations, contract finalization, administration, and resolution of contractor/vendor performance issues.
Engineering, Technology & Technical Governance
- Review and approve PFDs, P&IDs, equipment specifications, process design basis documents, plant layouts, utility calculations, and performance guarantees.
- Evaluate technologies related to feedstock pre-processing, anaerobic digestion, biogas purification, digestate management, gas compression and dispensing, and CBG bottling/cascade systems.
- Ensure compliance with applicable standards, regulatory requirements, and industry best practices.
Innovation & Process Improvement
- Identify and assess emerging bioenergy and waste-to-energy technologies; lead pilot studies, technology trials, innovation initiatives, process optimization, cost reduction programs, automation, digitalization, and advanced analytics opportunities.
Operations & Performance Enhancement
- Support operational troubleshooting, performance analysis, bottleneck identification, yield improvement, energy optimization, reliability enhancement, and OPEX reduction initiatives.
- Provide technical guidance on anaerobic digesters, PSA/VPSA systems, biogas upgrading systems, and digestate processing systems, while establishing performance monitoring and reporting frameworks.
Regulatory Compliance & Approvals
- Thorough understanding of statutory approvals and compliance requirements, including PESO, OISD, environmental clearances, Consent to Establish/Operate, factory and local authority approvals, Town & Country Planning approvals, HAZOP and SIL studies, and coordinate with relevant stakeholders.
Commissioning, Performance Testing & Acceptance
- Lead plant commissioning and start-up activities, develop commissioning protocols and performance test procedures, validate biogas and CBG production guarantees, feedstock conversion efficiencies, utility consumption guarantees, and monitor contractor performance during defect liability periods.
Stakeholder Management & Capability Development
- Act as the primary technical and commercial interface with OMCs, EPC contractors, technology providers, and consultants.
- Present project updates, risks, mitigation plans, and business cases to management; manage conflict resolution and contractual discussions.
- Develop technical standards, templates, best practices, support capability development, and promote innovation, accountability, and continuous improvement.
