JOB PURPOSE
This role oversees the entire transportation operations in the country for the assigned scope. The post holder shall be responsible for managing the transportation operations, including the procurement of services and equipment for the department. He/she is to ensure that policies, standards and procedures are in place in accordance with safety, business and customers needs. He/she shall work with relevant internal and external stakeholders in the design of transportation solutions for any new customers. He/she shall be responsible for the overall financial and operational performance of the department.
ROLES & RESPONSIBILITIES
Operations Management
- Oversee daily operational activities, including fleet management, optimization of routes assignments, KPI delivery, equipment maintenance and resource deployment.
- Review and lead continuous improvements to operational efficiencies while maintaining a safe and supportive work environment and ensuring full compliance to the local regulatory requirements
- Set priorities and deploy appropriate equipment, systems and resources to meet business goals and customers KPIs.
- Ensure proper review and finalization of workflows, risk assessment, staffing requirements, routing and scheduling rosters and action plans to meet daily operational needs
- Oversee general maintenance and conduct inspections around the sites regularly.
- Work actively with stakeholders to manage and resolve all operational issues in a timely manner. Ensure timely escalation depending on the criticality of the issue.
- Conduct regular reviews of operational performance with customers and suppliers
- Ensure Business Continuity Plan are in place and evaluated for effectiveness periodically.
- Develop, review and analyse performance metrics to provide insights to support decision-making and management oversight.
Financial Management
- Responsible for financial performance of the department and conduct recovery actions
- Analyse financial performance and manage the department's revenue and expense budget. Develop actionable plans to achieve performance goals.
- Ensure accurate records of expenses and timely recognition of revenues and expenses
- Support Finance in the annual budgeting exercise.
- Ensure the Company's pricing is market competitive.
- Upholds and enforces the Company's financial standards and policies
Procurement
- Develop and manage procurement strategies to drive better cost efficiencies.
- Develop and maintain strategic partnerships with key suppliers
- Establish a robust and reliable supplier base to support daily and peak period operational needs
- Develop a supply eco-system/network that will optimize cost efficiencies and support scalable operations
- Collaborate with the Business Development team during customer bids to understand the transportation needs and develop cost efficient and reliable supply solutions.
- Monitor external factors (e.g. regulatory changes, market trends etc.) that may affect transportation supply/procurement and take early actions to mitigate impact
- Conduct timely renewals with suppliers and implement win-win initiatives to deliver cost savings during these renewals
- Implement periodic sourcing and tendering process for transportation services and vehicles to ensure the optimal cost structure to support business needs
Operational Safety & Compliance
- Maintain a safe and healthy work environment by establishing and enforcing standards and procedures and by complying with legal regulations.
- Ensure all staff completes the necessary safety related training and refresher courses.
- - Report all work-related injuries to Manager immediately; ensure immediate medical attention is seek, prepare and file statutory reports.
- Manage compliance rate; drive behavioural change to address non-compliance of workplace safety standards.
- Ensure compliance with transportation regulations and requirements, e.g. permits etc.
- Identify and address potential risks in transportation operations e.g. accidents, delays etc. via various transportation modes (air, sea, land, rails etc.).
Continuous Improvement
- Drive and implement continuous improvement initiatives and best practices to exceed productivity, quality, and customer service goals.
- Conduct regular review and identify operational risks, service gaps and areas for improvement. Formulate improvement plans, mitigating actions and/or contingency plans to address identified risks and gaps.
- Review business/operation processes and seek solutions to improve operational efficiencies and effectiveness.
- Establish regular sharing sessions with counterparts of other Transport organisations in the region to benchmark operations performance and processes.
- Keep abreast of the latest technology innovations in the market and assess for adoption Lead and drive the successful implementation of such innovations.
Stakeholder Management
- Regular and quality engagement with customers to drive excellence in service delivery.
- Build strong relationships with both internal and external stakeholders to deliver a wholesome logistics solution.
- Prepare reports for local/regional Management/Senior Leadership team.
Leadership and Direction
- Recruit, train and develop a best-in-class transportation management team.
- Provide support and guidance to team to help them deliver best-in-class performance.
- Provide regular performance feedback and conduct regular performance reviews.
- Instil a strong safety culture within the department by cultivating a proactive, safety-focused working environment.
- Empowers team members to create the innovative solutions for our customers.
- Develop and implement development programs to drive better employee satisfaction and establish proper succession planning
QUALIFICATION
- Bachelor's Degree or Equivalent Level in Logistics, Supply Chain, Distribution, Transportation Management or related field.
- Master in Business Administration will be an advantage
EXPERIENCE
- General Experience
- Minimum 5 years of experience in a similar role in the logistics, warehouse management or related field.
- Strong knowledge of transportation management and operations, including equipment and its proper use and maintenance.
- Strong knowledge of transport providers in the industry
- Good interpersonal and English communication skills, both written and oral.
- Good analytical skills and attention to details.
- Able to understand and interpret financials numbers.
- Managerial Experience
- Minimum 6 years of supervisory experience and managing a team of 20 to 30 persons (i.e. direct + indirect).
