Job Description

Role Summary

The Senior Project Manager is responsible for leading end-to-end delivery of large-scale telecommunications and digital infrastructure projects, including cross-border broadband fibre networks, subsea cable systems, ICT infrastructure, and data centre deployments. The role ensures projects are delivered on time, within scope and budget, and aligned with corporate objectives.

This position also contributes to the governance, standardization, and strategic oversight of the Project Management Office (PMO), ensuring portfolio alignment with business growth and expansion plans.

This position specifically requires deep telecommunications industry experience, including involvement in the design, build, deployment, and operationalization of fibre broadband networks, subsea cable infrastructure, ICT platforms, and data centre environments.

The role will support projects across multiple countries in the Asia-Pacific region, with a strong focus on Thailand and Southeast Asia where the majority of current projects are located.

Key Responsibilities:

1. Project Planning & Execution

  • Develop and maintain detailed project plans outlining scope, milestones, deliverables, dependencies, and critical paths.
  • Establish reporting dashboards, KPIs, and early-warning mechanisms to monitor progress.
  • Ensure projects are delivered on time, within scope, and within approved budgets.
  • Lead the delivery of large-scale telecommunications infrastructure projects including fibre broadband rollouts, subsea cable deployments, and ICT infrastructure implementation.

2. Technical & Business Coordination

  • Collaborate with engineering, technical, IT, and architecture teams to ensure technical feasibility and solution integrity.
  • Translate business requirements into structured project deliverables and automation solutions.
  • Ensure alignment between operational capabilities and strategic objectives.
  • Coordinate deployment activities across telecommunications network infrastructure, data centre environments, and ICT systems to ensure successful build, installation, testing, and go-live.

3. Stakeholder Management

  • Act as the primary liaison between technical teams and business stakeholders.
  • Communicate complex technical matters in clear business terms to senior management and cross-functional teams.
  • Manage stakeholder expectations and resolve escalations effectively.
  • Work closely with regional stakeholders, telecom operators, infrastructure partners, and vendors across multiple countries.

4. Risk & Issue Management

  • Proactively identify risks, bottlenecks, and interdependencies across projects.
  • Develop mitigation plans and contingency strategies.
  • Escalate critical issues in a timely and structured manner.

5. Resource & Financial Management

  • Plan and allocate resources across projects in a matrix environment.
  • Manage project budgets, financial forecasts, and cost controls.
  • Monitor portfolio-level financial performance and profitability.

6. Governance, Process & PMO Oversight

  • Develop and implement standardized project management methodologies, frameworks, tools, and templates.
  • Ensure adherence to governance standards and reporting protocols across the project portfolio.
  • Monitor portfolio health and performance against defined metrics.
  • Contribute to the long-term strategic direction of the PMO.

7. Documentation & Compliance

  • Maintain comprehensive documentation including project charters, business cases, system requirements, and status reports.
  • Ensure compliance with internal controls, audit requirements, and regulatory standards where applicable.

Qualifications:

  • Bachelor's Degree in Engineering, Telecommunications, Business, or a related technical discipline with minimum 10 years of project management experience. Candidates with lesser experience will be considered for the Project Manager position.
  • Mandatory experience in the telecommunications industry, specifically involving broadband fibre networks, subsea cable infrastructure, or large-scale telecom network deployments.
  • Demonstrated experience managing multi-country telecommunications infrastructure projects.
  • Hands-on exposure to ICT systems and data centre deployments, including build, installation, testing, go-live, and operational transition phases.
  • At least 3 years in a senior PMO or programme governance role preferred.
  • PMP certification, PgMP or PfMP certification is advantageous.
  • Proficiency in Agile, Scrum, Waterfall, or hybrid delivery frameworks.
  • Strong understanding of telecommunications and digital infrastructure technologies, including subsea cable systems, fibre broadband networks, ICT platforms, data centres, and related infrastructure.
  • Proficiency in English is mandatory.
  • Role is likely to be based out of Singapore, Australia or Thailand, depending on candidate location, with a strong preference for Thailand or Singapore due to current project concentration.
