Position Summary
The Socio-Environmentalist will lead and manage all socio-environmental aspects of the PEARL hydropower project. This role ensures compliance with national regulations, concession agreement requirements, international environmental and social standards (e.g., IFC Performance Standards, Equator Principles), and stakeholder expectations. The candidate will work closely with engineering, resettlement, and construction teams to minimize social and environmental impacts, foster sustainable community development, and promote biodiversity conservation.
2. Key ResponsibilitiesA. Social Responsibilities:- Plan, coordinate, and oversee resettlement activities in collaboration with the Resettlement & Livelihood Restoration team.
- Conduct socio-economic baseline studies and impact assessments.
- Lead stakeholder engagement, including village-level information meetings, consultations, and grievance redress mechanisms.
- Ensure fair and transparent compensation processes for affected communities.
- Develop and monitor Livelihood Restoration Implementation Plans (LRIP) and social support programs.
- Coordinate with NGOs, government agencies, and community representatives to promote community well-being.
B. Environmental Responsibilities:- Develop and implement the Environmental Management Plan (EMP) and Biodiversity Action Plans.
- Monitor and report on water quality, sedimentation, fish migration, and other key ecological parameters.
- Oversee biomass clearance, UXO clearance, and floodplain mapping activities to ensure environmental integrity.
- Conduct periodic environmental audits and inspections at construction and resettlement sites.
- Ensure compliance with environmental permits, impact mitigation measures, and sustainability targets.
- Prepare environmental reports for regulatory authorities and project stakeholders.
C. Cross-functional Coordination:- Provide input to engineering and design teams to integrate environmental and social safeguards.
- Support the preparation of ESIA (Environmental and Social Impact Assessment) documentation.
- Conduct capacity-building sessions for project staff and contractors on E&S practices.
3. Qualifications and Requirements:- Education: Bachelors or Masters degree in Environmental Science, Social Science, Natural Resource Management, or a related field.
- Minimum 5 years of experience in socio-environmental management for large-scale infrastructure projects (preferably hydropower or renewable energy).
- Proven track record of implementing social impact mitigation measures and environmental management plans.
- Skills:
- Strong understanding of resettlement frameworks, compensation mechanisms, and stakeholder engagement.
- Knowledge of biodiversity conservation, water resource management, and environmental regulations in Laos/Thailand.
- Excellent project management and reporting skills.
- Ability to communicate effectively with communities, government bodies, and international stakeholders.
- Languages: Proficiency in English and Thai/Laotian (preferred).
