Job Description

Position Summary

The ideal candidate for this Procurement Manager or Specialist role will spearhead our sourcing and purchasing strategy. This individual must possess robust commercial and negotiation skills to deliver value that extends beyond simple cost savings.

Responsibilities encompass the full procurement lifecycle, including category management, strategy formulation, financial analysis, and Supplier Relationship Management (SRM). A central focus will be mitigating risk through rigorous contract management and maximizing organizational benefits by minimizing the Total Cost of Ownership (TCO) through strategic cost management.

Key Responsibilities

This role is structured around four key pillars of competency:

1. Strategy and Category Leadership

  • Strategic Planning: Develop and execute a long-term procurement strategy aligned with company objectives, transitioning the organization from ad-hoc buying to planned, strategic acquisition.
  • Category Management: Analyze spending data to create specific category plans (for example, Telecommunications Network, IT, Logistics). Identify opportunities for consolidation, standardization, and the optimization of global versus local sourcing.
  • Sourcing Execution: Lead high-value sourcing initiatives, identifying the best market opportunities to drive innovation and competitive advantage.

2. Financial and Commercial Management

  • Cost Management: Minimize the Total Cost of Ownership (TCO) by identifying supply chain inefficiencies and implementing targeted savings measures to boost profitability.
  • Finance and Budgeting: Partner with the Finance department to manage cash flow, payment terms, and procurement budgets, ensuring the accurate forecasting of material costs.
  • Advanced Negotiation: Lead complex negotiations for high-value contracts. Secure favorable commercial terms, volume rebates, and Service Level Agreements (SLAs), prioritizing value over the lowest unit price.

3. Operational Excellence and Supplier Relationship Management

  • Operational Procurement: Oversee the end-to-end sourcing process, utilizing RFPs, RFQs, and e-auctions to ensure transparency, competitiveness, efficiency, and full compliance with governance standards.
  • Supplier Relationship Management: Strengthen strategic partnerships with key vendors. Conduct semiannual business reviews to drive supplier performance, foster innovation, and ensure continuous improvement.

4. Governance, Legal, and Risk

  • Contract Management: Manage the full lifecycle of contracts. Ensure suppliers adhere effectively to deliverables and milestones to prevent value leakage.
  • Legal and Terms: Review and negotiate critical contract terms (for example, indemnities, warranties, termination clauses) in conjunction with legal counsel to mitigate organizational risk.

Success Metrics (KPIs)

  • Cost Savings: Captured significant hard savings (cost reduction) and soft savings (cost avoidance) across total spending through strategic sourcing and negotiation.
  • Process Efficiency: Shortened procurement cycle time (from purchase requisition to issuance) and ensure timely contract execution.
  • Supplier Performance: Improved supplier delivery, quality, and innovation scores through active relationship management.
  • Risk Mitigation: Achieved zero disruptions by enforcing contract compliance and proactively managing supply chain risks.

Qualifications and Requirements

  • Education: Bachelor's degree in business administration, Supply Chain Management, Business Management, Finance, or related fields (Master's degree preferred).
  • Experience: Minimum 5-8 years in Procurement, with a least 3 years in supervisory or strategic role.
  • Certifications: CPS (Chartered Institute of Procurement and Supply), CPSM (Certified Professional in Supply Management), or equivalent is highly desirable.
  • Technical Skills: Proficiency in ERP systems (for example, SAP, Oracle), AI, and e-Procurement tools.
