Technical Manager - Backend Infrastructure & SEC Governance

About the Role
We are looking for a senior technical leader to help establish and scale infrastructure governance and regulatory technology capabilities for the growing operations in Thailand.
This is a newly created role with high visibility across the organization. The successful candidate will play a key role in building the operational and governance foundation required to support a regulated financial technology environment.
The position combines backend infrastructure, DevOps, and IT Governance responsibilities with direct involvement in SEC-related regulatory processes. You will work closely with engineering, compliance, and leadership teams to ensure systems, controls, and technical operations are designed to meet both business and regulatory expectations from the ground up.

Key Responsibilities
- Lead the development and establishment of infrastructure governance and operational control frameworks
- Build and improve backend infrastructure standards, system reliability practices, and operational processes
- Partner with engineering and DevOps teams to ensure scalability, security, resilience, and governance are embedded into platform operations
- Work directly with internal compliance stakeholders and external regulators on SEC-related reviews, technical documentation, licensing initiatives, and audit processes
- Support the preparation and management of technical documentation required for SEC submissions and regulatory assessments
- Help define internal controls, operational policies, and risk management practices for infrastructure and engineering operations
- Identify technology and operational risks and implement appropriate mitigation measures
- Collaborate cross-functionally with Engineering, Compliance, Operations, Product, and Leadership teams on business-critical initiatives
- Contribute to long-term infrastructure and governance strategy as the company expands its regulated business operations in Thailand
Requirements
- 5-10+ years of experience in Backend Engineering, Infrastructure, DevOps, IT Governance, or related technical functions
- Experience working within SEC-regulated environments or financial institutions with strong regulatory oversight
- Proven experience supporting SEC reviews, audits, filings, licensing projects, or regulator-facing technical documentation
- Strong understanding of IT Governance, Risk, and Compliance (IT GRC) frameworks and operational controls
- Experience in fintech, banking, digital assets, exchanges, payment platforms, or other regulated industries
- Strong knowledge of backend systems, cloud infrastructure, security controls, and operational governance
- Ability to work in evolving environments and build processes from the ground up
- Strong communication skills with the ability to engage both technical and non-technical stakeholders
- Professional working proficiency in English
