Job Description

Accountabilities:

  • Be a focal point for Asset management of Electrical System at CNS. Coordinate with all stakeholders for CNS electrical system activities including maintenance, inspection, projects for improvement, power shutdown and disruption schedules. Coordinate with MEA as required.
  • Support execution of asset management of assets under CNS HSSE Operations, covering Fire Protection, Infrastructure, Drainage and Wastewater Treatment System, Emergency Shutdown System, Security Systems, Access Control, CCTV, Fences, Utility Air System, Electrical System, Power Generator, Utilities Water System, etc. Ensure quality and timely execution of the Reliability and Integrity Program for the assets.
  • Supervise surveillance inspections and technical inspections. Manage maintenance notifications from start until completion. Ensure fit-for-purpose corrective actions are implemented.
  • Support to deliver facilities management work covering infrastructure and offices repair and improvement at CNS terminal ensuring safety and timely completion of work.
  • Perform Permit to work role as Permit Issuer. Review risks, controls and issue Permit to work daily on-site ensuring safety and compliance with Permit to Work procedures. Supervise work execution to engineering contractors.
  • Be part of on-site Emergency Response trainer team. Ensure capability of emergency response team in performing their duties. i.e. Firefighting, Oil Spills, Rescues, and other relevant emergencies.
  • Be part of site emergency response team and be equipped with skills for firefighting, oil spill responses, rescues, medical emergencies, and other emergency responses.
  • Support to maintain and update site critical documents including Emergency Response Plan (ERP), Oil Spill Response Plan (OSRP), Port Facilities Security Plan (PFSP).
  • Coordinate HSSE operational activities for the site. Support terminal staff in resolving complex day-to-day operational issues.
  • Be involved and support in Management of Change (MOC) process. Identify risk arises and proper controls. Acting as MOC Manager, Originator, Reviewer. Supervise execution of approved changes on site ensuring compliance with the approved MOC.
  • Conduct and support for Incident Notification, Reporting and Investigation.
  • Develop, update, maintain site-specific local operating procedures for routine operational tasks.
  • Be actively involved in the implementation of operational standards on-site (e.g., Terminal Operations Manual, Business and Group standards, DGAME Manual)
  • Support CNS TOS Team Lead (HSSE Ops) in managing safety and compliance risks of the terminal. Promote and model adherence to safety and compliance standards and legal requirements, embed control barriers, and directly intervene when risks arise.
  • Support Terminal Operations Team as required.
  • Actively participate in planning of own work and contribute to development of team priorities. Take personal accountability for delivery of outcomes. Demonstrate care and inclusive and collaborative behaviors to drive sustained business performance.
  • Model generative HSSE culture behaviors and promote this within site contractors. Drive Shell's commitment of no harm to people and no leak to protect the environment. Demonstrate visible and felt safety leadership through measurable actions.
  • Understand safety and compliance risks in own activities and commit to acting safely and ethically.
  • Build trust and maintain excellent working relationships with internal and external stakeholders (e.g., internal partners, third party operators, suppliers, local authorities, government agencies, etc.).

Special Challenges

  • The role is expected to be on call 24/7 as part of emergency response and supporting infrastructure issues.
  • Certified FLBM, Asset Management System, Emergency Response.
  • As electrical shutdown and work execution activities may be required to work during weekends and Sunday. Flexibility to occasionally work during weekends requires.
  • The role involves a significant amount of fieldwork and requires flexibility to regularly work outdoors.
  • Demonstrated Resiliency is a must to handle the stress related to day-to-day terminal operations and people management.
  • The role coordinates various operational activities in the terminal. Ability to ensure proper work prioritization is a must.
  • In CNS terminal, delivery of the work is via contractors. Ability to deliver through others is required skill in this role.

Experience And Qualifications Required

  • Experience in terminal operations is preferred and has a sound understanding of the key levers for safe, compliant, and efficient terminal operations.
  • Prior experience and knowledge of electrical systems is highly preferred.
  • Prior experience in Asset management is preferred.
  • Proven leadership capability is a must.
  • Ability to influence without direct authority.
  • Self-starter, well organized, independent and proactive.
  • Possesses strong interpersonal skills.
  • Well communication skills.
