This newly created role will be responsible for defining and executing the Bank's IT capability strategy, ensuring our technology workforce possesses the skills, leadership, and agility required to support current business priorities and future innovation. The role will lead competency management, learning and development, technology upskilling and reskilling, leadership development, and strategic talent management initiatives, working closely with senior Technology and HR leaders to build a highly skilled, adaptable, and future-ready IT organization.

Role Definition

This role primarily focuses on Strategy, Capability Development, and Workforce Transformation. He/she reports directly to Head of IT Workforce Management and collaborates with Technology Executives and HR Leadership Teams. Talent management responsibilities will be centered on workforce learning and development, capability forecasting and defining hiring requirements rather than end-to-end recruitment execution.

Responsibilities

  • Lead the development and implementation of comprehensive training programs to address identified skill gaps and equip the IT workforce with the necessary skills to meet emerging technological challenges.
  • Lead the development of enterprise AI capability strategies, ensuring technology employees are equipped with AI literacy, AI engineering, responsible AI and human-AI collaboration skills required for the future workforce.
  • Design, implement, and maintain a competency framework for IT roles within the bank, defining the skills and knowledge expected at various levels or skills profiling with subject matter experts.
  • Develop workforce capability and skills roadmaps and forecasting models aligned with technology strategy, organizational growth and emerging technology trends.
  • Partner with portfolio workforce planning teams and IT leadership to identify future technology talent demands, and critical capability gaps.
  • Develop innovative and comprehensive IT learning and development strategies and roadmaps, adopting the 70-20-10 learning approach, intrinsically linked to the bank's business objectives and long-term growth plans.
  • Work closely with IT leadership to ensure learning and development initiatives align with the bank's overall business strategy and evolving technological needs and collaborate with hiring managers to identify specific skills and competencies required for new IT roles.
  • Identify measure of success or KPI and constantly monitor these KPIs to drive improvement opportunities.
  • Track and measure training and development programs effectiveness through employee performance evaluations, skill assessments and continuously improve training programs to maximize impact on employees skills and overall performance.
  • Drive and maintain continuous learning culture and implement reskilling and upskilling program within the IT workforce.

Qualifications

Experience

  • Minimum 10+ years of progressive experience in Learning & Development, Talent Development, Workforce Transformation and Technology Capability Development, with at least 5 years leading enterprise-scale capability transformation initiatives.
  • Experience leading workforce transformation initiatives in financial services, technology, telecommunications, consulting or other highly regulated industries - designing and executing technology workforce upskilling and reskilling strategies supporting transformation programs.
  • Experience developing enterprise competency frameworks, skills taxonomies, capability assessments, and learning pathways aligned to evolving technology roles as well as learning KPIs to demonstrate business impact.
  • Proven success partnering with senior executives to identify future workforce capability needs and translate business strategy into workforce development plans.
  • Liaise with external learning content partners, certification or credentialing providers as necessary.
  • Experience supporting technology talent management through skills profiling, capability forecasting, and hiring criteria development.
  • Experience embedding AI into learning ecosystems through AI-powered learning platforms, personalized learning journeys, intelligent coaching, digital learning assistants, and adaptive learning technologies, preferred.
  • Experience in working with common learning platforms to obtain data and insights on learning progress.
  • Prior experience within technology, digital, financial services, consulting or technology-intensive organizations is highly preferred.

Technical & Functional Skills

  • Strong understanding of modern technology including use of Agentic AIs in Software Development Life Cycle (SDLC) and Product Development Life Cycle (PDLC).
  • Knowledge of enterprise-wide upskilling and reskilling programs for technical and non-technical technology professionals.
  • Knowledge of AI competency frameworks and the evolving skills required across AI-enabled roles, including AI literacy, prompt engineering, responsible AI, AI governance, and human-AI collaboration.
  • Strong understanding of workforce analytics, skills gap analysis, learning effectiveness measurement, and data-driven capability planning.

Leadership & Strategic Skills

  • Proven ability to influence senior executives and drive organization-wide adoption of learning and capability initiatives.
  • Strong strategic thinking with the ability to anticipate future technology skills requirements and translate them into actionable workforce plans.
  • Demonstrated ability to develop enterprise capability strategies that align workforce development with long-term business and technology objectives.
  • Ability to foster a culture of continuous learning, innovation, experimentation, and knowledge sharing across technology teams.
