    TERMS OF REFERENCE (TOR)

    Position: Youth & Community Waste Ecosystem Consultant

    Project: MA-RE-DESIGN

    Duration: 1 April 2026 15 June 2026

    Locations: Koh Tao (Surat Thani) & Trang (Trang City, Koh Libong, Koh Mook and Pak Meng)

    Background & Rationale

    To effectively tackle the marine debris crisis, the MA-RE-DESIGN project

    is deploying a localized, high-impact Integrated Waste Recovery Ecosystem. This initiative moves beyond traditional awareness campaigns by building a tangible waste management network that directly connects Schools, Communities, Local Agencies, Youth Clubs, Households, and Green Hotels/Local Businesses.

    We are seeking a proactive consultant to design, produce, and implement this comprehensive action-learning framework. The consultant will equip local youth and schools with customized, ready-to-use toolstransforming them into the central hub for community waste management.

    Scope of Work

    The consultant will execute a systematic deployment plan across four strategic steps:

    Phase1: Survey & Strategic Planning (1 15 April 2026)

    • Stakeholder Engagement: Conduct on-site surveys in Koh Tao and Trang to coordinate with local administrative organizations, communities, and schools.
    • Establish Hubs: Define target areas and establish a Waste Management Coordination Center utilizing local schools as the operational base.
    • Localization: Present the learning framework to project networks and customize the presentation media and tools to fit the specific local context of each area.

    Phase 2: Production of Tools & Equipment (1 30 April 2026)

    • Educational Materials: Design and produce training presentations, learning media, activity manuals, and educational games.
    • Mobile Ecosystem Set: Develop mobile, relocatable Integrated Waste Recovery Ecosystem setups integrated with an online data system via QR Code for seamless information access.
    • Data Tracking Systems: Produce the MARINE GUARDIAN record systems, including household and business waste volume logs, marine debris collection reports, and deposit-withdrawal ledgers, along with individual passbooks.
    • Hardware Procurement: Procure all necessary physical equipment, including 60 kg scales, hanging scales, sorting mesh bags, nitrile-coated gloves, youth aprons, and name tags.

    Phase 3: Training & System Handover (1 31 May 2026)

    • Capacity Building: Organize intensive training seminars addressing the environmental impacts of increasing marine debris.
    • Action Learning: Facilitate interactive modules, including the waste classification game and waste generation analysis (Mind map).
    • Operational Handover: Officially deliver the mobile exhibition media, the complete ecosystem equipment set, and the designated revolving funds to the schools to kickstart independent operations.

    Phase 4: Evaluation & Reporting (1 15 June 2026)

    • Impact Assessment: Evaluate the outcomes of the implemented activities.
    • Strategic Reporting: Deliver a comprehensive final project summary that documents the results and critically analyses the operational problems and obstacles encountered in each community.

    Key Deliverables
  • D1: Inception & Survey Report (By 15 April 2026)
    • Confirmed list of target schools and network partners.
  • D2: Complete Integrated Waste Recovery Ecosystem Toolkit (By 30 April 2026)
    • Finalized customized learning plan and tool designs.
    • Delivery of all manufactured physical assets: Mobile booths, QR code systems, scales, PPE, MARINE GUARDIAN ledgers, and Passbooks.
    • Finalized presentation decks and game materials.
  • D3: On-site Implementation & Handover (By 31 May 2026)
    • Successful execution of training events in Koh Tao and Trang.
    • Photographic/documented proof of the official handover of equipment and revolving funds to local hubs.
  • D4: Final Evaluation Report (By 15 June 2026)
    • A complete summary of project outcomes, waste data collected, and a detailed analysis of local challenges and future recommendations.
Qualifications

  • Expertise: A registered entity or professional group with a proven track record in Waste Management, Environmental Education, or Circular Economy initiatives.
  • Ready-to-Deploy Solutions: Must possess existing learning tools, prototypes, or operational models that can be immediately adapted for this project.
  • Field Capability: Demonstrated ability to organize on-site events and mobilize diverse stakeholders, including schools, communities, and local authorities.
  • Availability: Must be able to travel to Koh Tao and Trang and commit to the project deliverables within the designated timeframe.

Payment Schedule
