Technical Coordinator Consultant

Background of consultancy assignment

WWF Thailand is implementing the Andaman Marine & Coastal Conservation Strengthening Programme with core support from WWF Belgium and complementary support from WWF Sweden. The programme aims to strengthen WWF Thailand's marine conservation platform in the Andaman Sea by consolidating previous experience on seagrass and dugong conservation, community-based monitoring, government engagement, marine litter prevention, locally led coastal action, and marine governance.

The programme will initially focus on the Trang seascape and Lower Andaman coast in Years 1–2, with potential expansion to additional Andaman sites in Years 3–4 based on readiness, partner demand, and conservation value. WWF Thailand will lead project management, technical coordination, financial management, donor reporting, partnership management and quality assurance, while DMCR will be a key government counterpart for marine habitat conservation, endangered marine species management and coastal resource governance

During the first 1–2 months of FY2027, WWF Thailand will need short-term technical coordination support while the internal process for opening and recruiting the staff position is completed. This bridging consultancy is intended to ensure continuity of programme start-up, avoid loss of institutional memory, support partner follow-up, and prepare the transition into the staff-based Technical Coordinator role.

This assignment builds on the previous Technical Coordinator function under MA-RE-DESIGN, which supported day-to-day follow-up with service providers, technical review, deliverable tracking, progress updates, field notes, donor evidence compilation, field coordination, and communication between Bangkok office and field teams.

Objective of the consultancy

The objective of this short-term consultancy is to provide immediate technical-operational coordination support during the start-up phase of the Andaman Marine & Coastal Conservation Strengthening Programme, ensuring that evidence, workplans, stakeholder information, partner follow-up, and internal coordination systems.

Scope of work/ Major responsibility

The Consultant Will Work Under The Supervision Of The Program Lead And In Close Coordination With Senior Coordinators, Focusing On The Following Key Tasks

3.1 Programme Start-up and Transition Coordination

The consultant will support the Marine Programme Lead and Senior Coordinator to initiate the programme start-up phase, including:

Translate the approved WWF Belgium / WWF Sweden proposal into a practical start-up workplan.
Prepare a short-term action tracker covering key start-up tasks, responsible persons, deadlines, and follow-up points.
Support internal coordination with Finance, Procurement, Admin, Communications, and relevant Conservation team members.
Support coordination with WWF Belgium and WWF Sweden as requested by the Marine Programme Lead.
Identify immediate operational risks, bottlenecks, and pending decisions required for programme start-up.

3.2 Evidence Consolidation and Document Management

The consultant will support the consolidation of existing marine and coastal programme evidence, including:

Compile relevant documents from previous and ongoing work on dugong, seagrass, community-based monitoring, marine litter, stakeholder engagement, and coastal governance.
Prepare a document inventory and file structure for the Marine Programme.
Identify key evidence gaps requiring follow-up in FY2027.
Organise photos, meeting notes, field reports, partner contacts, technical references, and donor reporting evidence.
Prepare a short summary of available evidence and lessons relevant to the new programme.

3.3 Stakeholder and Partner Mapping Support

The consultant will support the preparation of stakeholder engagement during the start-up phase, including:

Update initial stakeholder lists for DMCR, local authorities, academic partners, community networks, civil society partners, and site-level actors.
Prepare partner contact records and follow-up trackers.
Support preparation of meeting agendas, briefing notes, minutes, and action-point summaries.
Support coordination with DMCR and selected technical/local partners, as assigned.
Identify priority partners for early engagement during FY2027.

3.4 Site Profiling Preparation

The consultant will support initial site profiling for Trang and Lower Andaman priority areas, including:

Compile existing information on priority sites, previous WWF work, stakeholders, ecological issues, governance context, and operational considerations.
Prepare a basic site profile template to be used by the Marine Programme.
Draft initial site profile notes for selected priority sites, such as Trang, Koh Libong, Pak Meng, Koh Mook, and other Lower Andaman sites as agreed.
Support preparation for field visits, community dialogues, and partner consultations.

3.5 Technical and Operational Follow-up

The Consultant Will Support Technical-operational Coordination Tasks, Including

Follow up with consultants, facilitators, service providers, or partners where relevant.
Assist in checking deliverables against agreed ToRs, contracts, purchase orders, or activity plans.
Support preparation of procurement or administrative documents related to meetings, travel, workshops, field visits, or technical support.
Support logistics planning for early field engagement, partner meetings, or community dialogues.
Ensure that supporting documents are properly collected and stored.

3.6 Monitoring, Reporting and Handover Support

The consultant will support basic monitoring and reporting readiness, including:

Prepare short progress updates for the Marine Programme Lead.
Compile evidence for donor updates and internal management updates.
Support preparation of a simple monitoring and learning tracker.
Prepare a handover package for the incoming Technical Coordinator staff position.
Prepare a final consultancy report summarising work completed, pending issues, key contacts, file locations, and recommended next steps.
Expected Deliverables
Progress report 13 by 31 July 2026 (Short inception note, start-up workplan, action tracker)
Final report by 31 August 2026 (including summary of implementation results, lessons learned, and recommendations)
Qualifications and Competencies

Education And Experience

Bachelor's or Master's degree in Environmental Management, Environmental Science, Marine and Coastal Management, Natural Resource Management, Public Administration, Development Studies, Engineering, Social Sciences, or related fields.
At least 5 years of professional experience in project coordination, environmental project implementation, field coordination, technical coordination, or work with government/NGO/development projects.
Experience supporting donor-funded projects, including work planning, documentation, reporting, procurement support, and evidence compilation.
Experience coordinating with government agencies, local authorities, communities, service providers, consultants, or civil society partners.
Experience in marine and coastal conservation, waste management, circular economy, community engagement, or coastal/island governance is highly desirable.
Previous experience working with WWF Thailand systems or coastal project implementation is an advantage.

Skills And Competencies

Strong coordination, organisational, and follow-up skills.
Ability to manage multiple tasks, deadlines, partners, and documentation streams.
Practical problem-solving ability, especially in field implementation and partner coordination.
Good ability to prepare meeting notes, field notes, progress updates, and short technical summaries.
Good communication skills in Thai and working ability in English.
Proficiency in MS Office, Google Drive/SharePoint or similar document management systems.
Ability to travel to field sites if required.
High integrity, attention to detail, and ability to follow WWF policies, donor requirements, and administrative procedures.
Duration and Payment

Contract Period: 13 July 2026 – 31 August 2026

Total Budget: THB 130,000 (travel and accommodation costs for sites visiting will be covered by project).

Payment Schedule

1st installment 50 % upon contract signed.
2nd installment 50 % upon approval of Final Report. Within Aug 31, 2026.

Supervisor: Marine Programme Lead / Project Leader

Internal coordination: Senior Coordinator, Marine and Coastal Conservation team, Finance, Procurement, Admin, Communications, and MEL/safeguards focal points as relevant

External coordination: DMCR, local authorities, community leaders and networks, academic partners, technical consultants, service providers, WWF Belgium, WWF Sweden, and other partners as assigned
