About the Role

The Corporate Services (Finance) division isresponsible for safeguarding
Business China's financial integrity and organisational governance, providing the financial stewardship and operational infrastructure required for the organization to fulfil its mission. This includes oversight of the organisation's finance, administration and corporate governance functions in support of its operations and long-term strategic development.

Job Duties & Responsibilities

1. Lead and oversee the full spectrum of finance operations, including financial reporting, budgeting, audit coordination, treasury management and statutory submissions. Accurate and timely financial reports and submissions to Management, the Board, the Finance & Fundraising Committee (FFC), Audit Committee(AC), IRAS, MCCY, ACRA and the Charity Portal.

2. Oversee administration and operational support functions to ensure smooth day-to-day organisational operations and the availability of operational resources and facilities. Continuous and efficient organizational operations with minimal disruption to staff and stakeholders.

3. Maintain governance, controls, policies and SOPs across Finance, HR, IT and administrative functions. Compliance with internal policies, statutory requirements and audit expectations, and SOPs properly documented, implemented and adhered to.

4. Support Management, Board meetings, FFC and AC meetings through the preparation of reports, papers, presentations and coordination support. Quality and timely submission of meeting materials and effective support for Board and Committee discussions and decision making.

5. Manage and safeguard organisational reserves and support prudent treasury and investment administration in accordance with approved policies.

6. Support donor management, membership administration and stakeholder engagement efforts as required.

7. Maintain accurate, reliable and retrievable records and information systems to support operational audit and reporting needs.

8. Provide leadership, guidance and support to team members while supporting cross functional organisational initiatives and projects.

Qualifications and Requirements

1. Bachelor's Degree in Accounting, Finance, Business Administration, Economics, Commerce, Public Administration or related disciplines.

2. Minimum 15 years of relevant experience.

3. Professional experience in financial management, budgeting, financial reporting, procurement, audit, risk management and corporate governance. Strong understanding of Singapore Financial Reporting Standards (SFRS), charity and IPC governance requirements, grant administration, internal controls and regulatory compliance.

4. Experience overseeing annual budgeting, financial planning and analysis, cashflow management, external audits and Finance Committee or Board reporting. Familiarity with procurement frameworks and contract management. Proficiency in financial systems, data analytics and reporting tools.

5. Experience within the public sector, non-profit, charity or IPC sector would be advantageous. Possession of a recognised professional accounting qualification (e.g. CA Singapore, ACCA, CPA Australia or equivalent) would be advantageous.

6. Attention to detail and analytical capabilities. Operational planning, administration management, vendor coordination, organisational and problem-solving skills.

7. Knowledge of governance frameworks and policy development. Business writing and presentation preparation skills.

8. Financial prudence, treasury management knowledge, risk awareness and sound judgement. Stakeholder and relationship management, communication and coordination skills, and ability to engage internal and external stakeholders professionally.

9. Records management, systems coordination and data management skills. Leadership, people management, collaboration and adaptability in a fast-paced environment.
